Chandigarh August 26: While stating that no loss of stamp duty and registration fees has been occurred, the Haryana Deputy Chief Minister, Mr Dushyant Chautala said that the State Government has taken strict action against the Sub-Registrars/Joint Sub-Registrars in the State who did not comply with the provision of Section 7-A of the Haryana Development and Regulation Area (Amendment) Act, 2017 at the time of the registration of instruments of sale and lease of immovable property during the period from April 24, 2020 to June 30, 2020.
Mr Dushyant Chautala was replying to a calling attention motion during the one-day session of Haryana Vidhan Sabha here today.
Mr Chautala made it clear that there is no truth in the fact that the deeds registered in the 32 cities of the State are illegal. He said that some Sub-Registrars/Joint Sub-Registrars did not comply with the provision of Section 7-A of the Haryana Development and Regulation Area (Amendment) Act, 2017 at the time of the registration of instruments of sale and lease of immovable property during the above mentioned period and the State Government has taken strict action in this case.
The Deputy Chief Minister said that one Sub-Registrar Sohna and five Joint Sub-Registrars of the district Gurugram posted at Wazirabad, Badshapur, Manesar, Sohna and Gurugram tehsil have been suspended and they are being charge sheeted under Rule-7 of the Haryana Civil Services (Punishment and Appeal) Rules, 2016. He said that FIRs have been registered at Police Stations Manesar, Badsahpur, Sector 10, Gurugram, Sector 93, Gurugram, Sector 10-A, Gurugram and at Police Station Sohna, Gurugram under Section 420 of IPC and Section 10 of Haryana Development and Regulation of Urban Areas Act, 1975 against the above six Sub-Registrars/Joint Sub-Registrars of Gurugram district by District Town Planner, Gurugram.
He said that apart from this, on the report dated June 4, 2020 received from the Director, Town and Country Planning Department, disciplinary action have been initiated against the concerned Sub-Registrars/Joint Sub-Registrars of districts Narnaul, Karnal, Sonipat, Rewari, Panchkula, Bhiwani, Faridabad and Kaithal who registered 1555 instruments of sale during the period June 14, 2013 to May 31, 2020 violating the provision of section 7-A of the said act.
He said that the enquiry report of registered instruments of sale and lease during the period April 3, 2017 to December 31, 2019 in which violation of Section 7-A of the Haryana Development and Regulation of Urban Areas Act, 1975 (Notification dated April 3, 2017 by the Town and Country Planning Department, Haryana) has been done by the Registering Authorities of the State have been sought from all the Divisional Commissioners of the State by six weeks.
