Chandigarh, October 31 – While appreciating the indomitable efforts of the Asha workers, the Haryana Health Department is overhauling the ASHA enrollment, selection, working, payment and retrenchment criteria.

Sharing details in this regard, Additional Chief Secretary Health, Mr. Rajeev Arora said that presently 20,268 ASHA are enrolled in Haryana under National Health Mission and they are getting maximum incentive in the Country as the state government has made provision of comprehensive incentive package for them from State Budget apart from performance based incentive under National Health Mission. Mr. Arora further said that the ASHA’s enrollment process has been simplified and objectively codified. Moreover, several changes have been done to completely overhaul the ASHA enrollment, working, payment and retrenchment criteria.

Divulging more details he said that the recently held Governing Body meeting of National Health Mission, Haryana, has revised the Selection Criteria including Minimum Performance Benchmark and Age Based Enrollment of ASHA. The meeting was held under the Chairmanship of Chief Secretary, Mr. Vijai Vardhan.

Elaborating on the revised criteria, Mr. Arora said that the ASHAs’ enrollment process has been simplified and objectively codified.

Mission Director, National Health Mission, Haryana, Mr. Prabhjot Singh informed that after implementation of ASHA pay App or portal the ASHA incentive payment will be monitored at all levels. ASHA workers will even be able to know about the status of their payments & deductions (If any). After detail discussions regarding revision of selection criteria and age-based enrollment of ASHA, the minimum qualification of ASHA workers has been fixed as Class 10th pass, (except the area covered under Mewat Development Authority i.e. Nuh District & Hathin Block of Palwal where minimum qualification would be Class 8th pass). Furthermore, the age limit for enrollment of ASHA should be between 25 to 45 years and, services of ASHA workers will be dispensed with after attaining the age of 60 years with effect from April 01, 2021.

Sharing details of the selection criteria to be adopted for enrollment of new ASHA in the State, Mr. Prabhjot Singh said that the weightage of marks will be given as per the educational qualification. For example, a Class 10th pass will get weightage of zero marks while a graduate or above will get 4 marks. He further added that marks will be allotted for place of residence, if the ASHA worker is from same locality where she is to be engaged, then she will be given 4 weightage marks, while ASHA who is resident of the area covered by reporting sub centre will be given weightage of one mark.

The age limit of the ASHA workers has also been fixed between 25 years to 45 years for enrollment. He added that ASHA worker who is widowed, divorced, separated, unmarried will get a weightage of 2 marks. Besides this, extra weightage of 4 marks will be given for economic status and communication skills.

Moreover, the maximum age limit of ASHA has been fixed at 60 years. The Mission Director further shared that the ASHA workers who are Sarpanch or Panch, Aanganwadi Worker or Helper, working as support staff in private nursing home or school etc. are also required to be identified and they should be allowed only for one position, either ASHA or any other job. For this purpose, all existing and new ASHAs should submit an undertaking to their MO I/c PHC regarding their status that they are working exclusively as ASHA only.

Listing out the policy of ASHA workers who remain absent he said that ASHA, who are absent for more than three months without written intimation to the local authorities should be identified and relieved immediately after formal notice. Even, in case of informal maternity leave upto 3 months, ASHA are required to get it approved in writing from the authorities concerned. During the informal maternity leave, the fixed monthly honorarium from State Budget will be given to such ASHA. Elaborating on the retrenchment of ASHA he said that taking cognizance of their significant contribution and commitment, cash incentive of Rs. 20,000 , as per Government of India directions along with citation has also been approved for such ASHA, who leave or opt to leave the programme after a minimum of 10 years in the NHM.

He further added that the selection of new ASHA shall be done as per the revised guidelines now ensuring that only motivated candidates, identified through community consultation are selected as per the existing selection process in the State.
