Policy Aims to Reduce Litigation and Improve Administrative Responsiveness

Haryana Chief Secretary Sh. Anurag Rastogi has instructed all Administrative Secretaries, Heads of Departments, Managing Directors of Boards and Corporations, and Registrars of Universities to promptly constitute Employee Grievance Redressal Committees. The directive aligns with the recently released Haryana State Litigation Policy, 2025.

Recognizing the importance of fair and timely resolution of employee concerns, the Chief Secretary emphasized that the new directive will strengthen internal administrative mechanisms and promote a culture of responsiveness. By ensuring that employee representations are addressed promptly and in accordance with established rules and policies, the initiative seeks to reduce the need for court intervention. The structured grievance redressal system aims to provide employees with a clear and accessible pathway for resolving their issues effectively within the departmental framework.

Under the policy, departments must confirm the formation of Grievance Redressal Committees within 15 days and report compliance to the Additional Chief Secretary, Administration of Justice Department. These committees are to be set up in accordance with Paragraph 5(B) of the Litigation Policy, which identifies poor grievance handling as a primary contributor to avoidable litigation.

The policy makes it compulsory for employees to first approach the departmental committee before seeking judicial intervention. Each grievance must be resolved within a maximum period of eight weeks. The system is structured in two tiers:

  • Head Office Level: Chaired by the Head of Department, comprising two Class-I officers (at least one from the SAS cadre), and the Law Officer.
  • District Level: Chaired by the Additional Deputy Commissioner or a retired District/Additional District Judge, with the District Accounts Officer/Senior Accounts Officer and a nominated law officer (District Attorney or Assistant District Attorney).

Departments have also been directed to notify the constitution of these committees within 14 days. These bodies will be supported administratively by Additional/Joint Directors at the head office and district office heads at the district level. Monthly meetings are mandated to monitor the system’s effectiveness and recommend changes to policies or rules as needed. Departments are especially urged to prioritize long-standing issues such as disciplinary cases, seniority disputes, and ACP-related grievances, with a clear emphasis on regularly updating seniority lists following due procedures.

To ensure efficiency and transparency, departments are encouraged to develop an online grievance portal in collaboration with the National Informatics Centre (NIC). The portal will allow employees to submit grievances, track their status, and receive time-bound updates.

The process must begin within seven days of receiving a grievance. The committee is required to conduct a hearing to allow the employee to present their case, review submissions, and forward its recommendations to the next higher authority within 30 days. The final decision must be delivered within one month of receiving the recommendation.

These systemic reforms are designed to promote fair, efficient, and timely redressal of employee grievances at the departmental level and to reduce the burden of avoidable court cases while reinforcing accountability and administrative transparency.
