Mukhya Mantri Covid Upchar Yojana

Chief Minister Shivraj Singh Chouhan said that the state government is committed to provide free treatment for Covid to all the economically weaker families of the state. In this sequence, the Mukhya Mantri Covid Upchar Yojana has been implemented. Under this scheme, important decisions have also been taken for free Covid treatment of families possessing Ayushman cards.
Secretary, Public Health and Family Welfare Akash Tripathi has issued a letter to all collectors and chief medical and health officers for information and implementation of the scheme. He informed that by increasing the rates of Ayushman package by 40 percent, it has been brought at par with the rates of private hospitals for treatment at present. In this, the maximum limit of special tests like CT scan, MRI etc. which was earlier Rs 5 thousand per family per year, it has been revised to treat Covid-19 in the year 2021-22.
At present, only 288 hospitals with medicine expertise, out of 579 hospitals identified for Covid treatment are expanelled under the Ayushman Yojana in the state. Therefore, the District Health Committee has been authorized to provide temporary affiliation for three months in Ayushman Bharat Yojana to the private hospital registered on the Sarthak portal for treatment of Covid-19 at the district level.
Three months temporary affiliation to hospitals specializing in medicine
Tripathi said that due to the said decision, free Covid treatment will be provided to the financially weak families with Ayushman cards, which is also a top priority of the state government. Therefore, it must be ensured that all the private hospitals providiing Covid treatment in the district, which specialize in medicine and are registered on Sarthak portal are provided temporary affiliation for three months soon so that free Covid treatment of Ayushman card holders can be ensured under the new package of Ayushman scheme in all those hospitals. This affiliation should not be given to very small hospitals.
Ever member of eligile families must possess Ayushman card
The state government is committed to provide Ayushman cards to every member of eligible families under the Ayushman Bharat Yojana. This work should be undertaken as a campaign. A special campaign should be launched for free treatment of Covid-19 to ensure that every member of Ayushman eligible families gets a separate card and can avail free Covid treatment. If any eligible family does not have the Ayushman card and needs treatment of Covid, then free treatment must be ensured.
Treatment will be possible even if card is not made
If any member of Ayushman card holder family whose Ayushman card has not been made reaches the hospital for Covid treatment, then he will be able to get admission in the hospital in three ways: –
1. Ayushman card and food slip of a member of the family, will be proof that he is a member of the family of the Ayushman card holder.
2. Presentation of the Ayushman card of a member of the Ayushman cardholder family along with Samagra ID, through which can prove that he is a member of the Ayushman cardholder family.
3. The Ayushman card of a member of the family as well as the certification of the gazetted officer of any government department, that he is a member of the family of the Ayushman card holder. For this, government officials can verify through the Samagra portal that he is a member of the Samagra ID family of the Ayushman card holder.
Government hospitals to have card making arrangements
Health Secretary Tripathi said that within three days after the Covid patient is admitted for treatment, the patient’s family will have to get the Ayushman card of the patient made and presented in the hospital. For this, a convenient arrangement for making cards will be ensured by the District Collector and Chief Medical and Health Officer and for this, permanent arrangement will be made to make Ayushman cards in government hospitals.
Nodal Officer for admission and treatment of cardholders
Under the scheme, admission and treatment of Ayushman card holders in Ayushman affiliated Covid hospitals will be ensured easily without any hindrance. For this an officer of a lower level than the Additional Collector of the district, will be made the nodal officer and a government official will be made the officer in charge for each Ayushman affiliated hospital authorized for Covid treatment. These nodal officers and in-charge officers will work continuously and will be available on call for easy admission and treatment in Ayushman hospitals identified for Covid treatment of the card holders of Ayushman Yojana. Any Ayushman card holder can contact the Nodal or Officer-in-Charge for assistance in admission or in case of any problem. For this, the D.C.C.C. telephone number or the number of other control room of the district should be widely publicized.
Special Cell for Grievance Redressal
Instructions have been issued to create a special cell for probe into complaints regarding Covid treatment of Ayushman card holders. So that in any case, no Ayushman card holder is deprived of ewasy admission and Covid treatment.
Secretary, Public Health and Family Welfare Akash Tripathi has said the Collectors and CMHO to ensure that free Covid treatment is provided to the financially weak patients of the state with full sensitivity under the Mukhya Mantri Covid Upchar Yojana.
Components of Mukhya Mantri Covid Upchar Yojana
First component
The state government is providing completely free treatment to all Covid patients at the hospitals operated by all government medical colleges, all district hospitals, all Civil hospitals and community health centers providing Covid treatment. For this, 395 ICU / HDU beds, 13 thousand 334 oxygenated beds and 20 thousand 601 isolation beds have been made available in government hospitals. Efforts are on to continuously increase the number.
Second component
Required number of Isolation and ICU / HDU beds have been contracted in hospitals run by private medical colleges in some districts of the state. Currently 3675 beds of different grades are available. Completely free treatment is being provided to the Covid patients of the state who are admitted on all the contracted beds.
Third component
Ayushman cards have been made under the Ayushman Yojana for the free treatment of the economically weaker families of the state. Through this card, these card holders can get free treatment in Ayushman affiliated hospitals. The state government has also directed to keep 20 percent beds in the affiliated hospitals reserved for Ayushman beneficiaries.
