A delegation from the Cabinet Secretariat visited the Haryana Right to Service Commission in Chandigarh on Tuesday. The delegation included Special Secretary, Cabinet Secretariat, Sh. Keshav Kumar Pathak, Additional Secretary, Sh. Saurabh Kumar Tiwari; Deputy Director, Sh. Anshuman Kamila and Under Secretary, Department of Administrative Reforms and Public Grievances, Sh. Bhuvnendra Singh. The delegation was welcomed by Chief Commissioner, Haryana Right to Service Commission, Sh. T.C. Gupta, along with senior officers.
During the visit, detailed discussions were held on the effective implementation of the Haryana Right to Service Act, 2014, promoting transparency and efficiency in governance, reducing compliances, and simplifying regulations to make them more citizen-friendly. The objective of these initiatives is to make administrative processes more efficient and less complex, thereby ensuring timely, transparent, and efficient delivery of public services.
Chief Commissioner, Sh. T.C. Gupta gave a detailed presentation on the functioning of the Commission, its legal framework, grievance redressal mechanism, and digital initiatives such as the online tracking system, AAS Dashboard, and the Auto-Appeal System. He said that the Auto-Appeal System ensures the timely delivery of notified public services. If any service is not provided within the stipulated time, the system automatically files an appeal on behalf of the applicant. The purpose of this initiative is to ensure timely and transparent service delivery, especially for citizens who are unable to make repeated visits to government offices. Notably, this system was launched in 2021 by the then Chief Minister, Sh. Manohar Lal. Under the Haryana Right to Service Act, 2014, a total of 809 citizen-centric services have been notified so far, he added.
The delegation appreciated the successful implementation of the Act in Haryana, the Commission’s digital initiatives, and its institutional innovations, describing the model as an inspiration for other states.
Chief Commissioner, Sh. T.C. Gupta expressed gratitude to the delegation and remarked that such collaboration would further strengthen and enhance the effectiveness of Right to Service Acts across the country.
