Guilty officials to face chargesheet, Compulsory retirement

Haryana Chief Minister Sh Nayab Singh Saini has issued stern directives to take stringent action against all individuals, be they departmental officials or consultants, responsible for executing any development work involving contract enhancements without the explicit prior approval of the competent authority. He categorically ordered to take strict disciplinary action against the guilty in case of any contract enhancement done on account of preparation of faulty estimates. Those found guilty would face chargesheet as well as compulsory retirement.
The Chief Minister was presiding over the meeting of Cabinet Sub-Committee related to Public Works (Building and Roads) Department here today. He said that procedural lapses would not be tolerated in developmental projects. Those found guilty would face chargesheet proceedings and may also be subjected to compulsory retirement, he added.
While reviewing the progress of developmental projects, Sh Nayab Singh Saini said that if additional work is required, prior approval must be obtained from the competent authority to avoid unauthorized contract enhancements. He directed the Department to ensure that all tender documents for developmental projects include complete structural designs. Furthermore, the inclusion of non-scheduled items should be minimized to promote greater transparency.
He said that the State Government remains committed to ensuring complete transparency in development projects to maximize benefits for the public. Officials are required to maintain the highest standards of quality in execution of such project. He said that stringent action will be taken against those found negligent. He also reviewed various development projects and issued necessary directives to the concerned officers.
Public Works (Building and Roads) Minister Ranbir Gangwa, Chief Secretary Anurag Rastogi, PSCM Arun Kumar Gupta, ACS PWD Anurag Agarwal, ACS Higher Education Vineet Garg, Commissioner and Secretary Transport T.L. Satyaparkash, Deputy PSCM Yashpal Yadav and other senior officers were also present in the meeting.
