Haryana Government orders FIR against Sarpanch of village Khaika in district Palwal for embezzlement of about Rs 1.84 crore
Chandigarh, April 14 – Haryana Government has ordered an FIR against Iqbal, a Sarpanch of village Khaika in district Palwal for embezzlement of about Rs 1.84 crore. Apart from this, orders have also been given to take immediate action against the concerned Gram Sachiv.
This information was given by Project Director, Chief Minister’s Good Governance Associates (CMGGA) Programme, Dr. Rakesh Gupta while conducting a meeting with Additional Deputy Commissioners and other concerned district officials to review the progress of e-Office, Antyodaya Saral, CM Window, Women Safety (OSC, POSH), PCPNDT, MTP and POCSO Act, Reducing Malnutrition and Anemia, Preschool Education in Anganwadis and Playschools, and Saksham Haryana through video conferencing.
CM Window
While reviewing a complaint regarding Charkhi-Dadri on CM-Windows, he said that approval should be taken to register an FIR against former Sarpanch of Bound-Kalan (Charkhi Dadri), Anita Devi and Gram Sachiv, Rambir as the financial loss to Panchayat Fund amounting to Rs 36 Lakh has been incurred during their tenure and this amount should be recovered from the former Sarpanch and Gram Sachiv.
Similarly, taking cognizance over a complaint of a public park in Faridabad, Dr. Rakesh Gupta directed the officials concerned to take immediate action to clear the stay imposed by the court to remove the encroachment in the public park and get it vacated.
On a complaint about the irregularities that occurred during appointing employees in Municipal Corporation, Faridabad, he was apprised that an amount of about Rs.1.54 crore is to be recovered in this regard, out of which only Rs.67 lakh has been recovered.
Taking a strict note over this complaint, Dr. Rakesh Gupta directed the officials concerned to recover the entire amount in this case. He said that no excuse will be entertained in this matter.
While giving instructions on a complaint on CM Window regarding encroachment on licensed land in Gurugram, Dr. Gupta directed the concerned officials of the district to take immediate action over this complaint. He directed the officials to examine the possibilities of constructing the 7-storey building on the licensed land and then take appropriate action accordingly.
Similarly, on the complaint received against the Tehsildar in Jhajjar regarding registering various sale deeds in a prohibited area, he directed the officials to seek reports in this case. He further said that strict action should be taken against the person found guilty.
In the meeting, Project Director was also apprised about the complaint regarding 65 bogus votes made during the last elections in Panipat. The Project Director was informed that SIT has been constituted in this regard and the matter is being investigated.
Similarly, over the complaint regarding the sale-deed of the Struck off Companies in Jagadhri Tehsil of Yamunanagar, Dr. Gupta directed to precisely investigate the case and take action against the culprits within two weeks. Apart from this, he directed the concerned officers to dispose off the complaints regarding Ambala, Bhiwani, Charkhi-Dadri, Faridabad, Fatehabad, Gurugram, Hisar, Jhajjar, Jind, Karnal, Kurukshetra, Kaithal, Narnaul, Palwal, Panchkula, Panipat, Sirsa, Rewari, Sonipat, Yamunanagar at the earliest.
Implementation of E-office
Dr. Rakesh Gupta has said that to realise the objective as envisioned by Chief Minister, Manohar Lal, we have to ensure paperless functioning in the Government offices by strengthening the e-offices. It was informed at the meeting that over 1,00,000 e-files and 5,00,000 e-receipts have been processed 25,00,000 times digitally by 25,000 users in the State.
Reviewing the progress of e-office during the video-conferencing, concerned officials across the state were informed that a manual regarding e-office will be issued soon. Similarly, FAQ document version 2.0 will also be released and an online training workshop will be conducted through Hartron. Apart from this, Mr. Gupta interacted with the officials concerned about the implementation of e-office. He was apprised about the difficulties being faced by them. He directed the officers to resolve these difficulties in a time-bound manner so as to successfully implement the paperless functioning at the earliest. He said that the successful implementation of e-office would be very effective during this ongoing second wave of Corona pandemic and it must be ensured that the process of every file should be paperless. He said that for the convenience of all field officers, Hartron Central helpline number 0172-2580092 can be utilized for effective communication and e-office PMU group can be used to report any technical issues.
Antyodaya Saral
It was informed in the meeting that more than 550 Government Schemes and Services have been integrated on Antyodaya Saral platform. Every month more than 5 lakh applications are received on this portal. Approximately 20 lakh messages are sent every month to track applications. Every month about 1 lakh calls have been received on this Antyodaya portal helpline. In total, over 3.5 crore applications have been resolved through this portal.
Reviewing the Antyodaya Saral Scheme, the Project Director said that Fatehabad and Palwal have performed well in this component while Gurugram has performed well in this month as compared to the previous month. Similarly, he directed the concerned officials of Panchkula, Mewat, Jhajjar, Sonipat, Charkhi-Dadri having the lowest marks in this component should improve the implementation of this scheme so that people can get facilities on time. He directed the officials to enhance RTS points up to 9 digits.
Women Safety (OSC, POSH)
Dr. Gupta directed the officials across the state through video conferencing regarding the care and safety of the women and emphasized to increase the foot-fall at One Stop Center (OSC) and make them aware regarding various ongoing schemes for empowering women. He said that medical services, lodging of FIR, psychotherapy counseling, legal counseling, and shelter, etc. is provided to women at One Stop Centers. More than 12,000 needy women have been benefited under this scheme in all 22 districts of Haryana. Dr. Gupta also inquired from the concerned authorities about the progress of the construction of One Stop Centers in their respective districts and gave them the necessary guidelines.
Similarly, concerning the prevention of sexual harassment, it was stated that under the Sexual Harassment of Women (Prevention, Prohibition and Diagnosis) Act, 2013 (POSH) Act, two types of committees have been constituted, in which there is a Local and an Internal Complaints Committee. Dr. Gupta was apprised that Local Complaint Committees have been constituted by all the districts. Internal Complaint Committees have been constituted by all the district except Mahendragarh, Kurukshetra, and Dadri.
Implementation of PCPNDT, MTP and POCSO Act
Dr. Gupta further said that to take Beti Bachao-Beti Padhao programme ahead under the PCPNDT Act and to improve the sex ratio, we will have to continue to monitor the sex ratio. During the meeting, referring to a case of Ludhiana in Sirsa, he said that an FIR should be lodged in this matter at the earliest, and appropriate action should be taken immediately. Similarly, referring to a complaint related to IVF of Hisar, Dr. Gupta in an aggressive tone warned the officers that the culprits should not be saved at all, otherwise strict action would be taken against such officers. He directed the officials on a case of Shamli in Sonepat to investigate the sex ratio and should get an FIR registered. Similarly, he asked the officials to keep raiding continuously to improve the sex ratio.
Reducing Malnutrition and Anemia
Referring to the POSHAN Haryana programme to make people of Haryana physically fit, the Project Director said that the ‘POSHAN Haryana’ scheme has been started to identify and nurture the malnourished children in the State. He said that malnutrition increases the risk of diseases, disability, lack of energy, and the possibility of death in severe cases. Interacting to the program officers and CDPOs of various districts, he said that after identifying malnourished children in a block in their respective districts, he directed them to consult their parents and guardians and share information regarding their diet and nutrition intake. He said that it is the responsibility and duty of all of us to eradicate malnutrition among children as we all have to discharge our duties honestly so that no child remains malnourished. He said that encourage Haryana among the leading three States in the country in terms of nutrition we have to take children towards nutrition and healthy living.
Preschool Education in Anganwadis and Playschools
Referring to the Samarth Haryana program, Dr. Gupta said that Pre-Childhood Care and Education (ECCE) scheme covers children aged 3 to 6 years through Integrated Child Development Services Program in Government and private sectors, including fundamental learning as well as Anganwadi, Pre-school, and various activities are organized in Bal Vatika. He said that under the Samarth Haryana programme, activities like physical, social emotions, language, and mathematics should be primarily focused on. He said that post corona period
100% children should come to the Anganwadis to learn because the Prime Minister Narendra Modi and the Chief Minister Manohar Lal want to strengthen pre-school education. He said that we have to make children competent as well as nurture them with healthy nutrition.
Similarly, he also reviewed the activities taking place in the crèche and gave necessary guidelines. While reviewing the Saksham Haryana program, he directed the officials concerned to work to improve their ranking in the programme.
