Hospital payments under Ayushman Bharat Scheme being processed without delay: State Health Authority

Surprise visits conducted at hospitals, strict action to be taken over violation of norms

₹200 crore released to empanelled hospitals since August 5

Over ₹3,050 crore disbursed to hospitals since the launch of scheme

The Haryana Government, through Ayushman Bharat- Haryana Health Protection Authority,  implements Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana(AB-PMJAY) and CHIRAYU Yojana for providing cashless indoor treatment of upto Rs 5 Lakh to its over 45 lakh eligible families in the state.

A spokesperson of the State Health Authority (SHA) said in response to communications from the Indian Medical Association (IMA), Haryana regarding call for withdrawal of services, it is informed that all pending payments to empanelled healthcare providers are being processed and disbursed timely. It is assured that all outstanding dues will be settled without delay, with priority to smaller hospitals/health facilities. Adequate funds have been sanctioned and received to clear outstanding payments of empaneled hospitals in the state.

As of now, claims submitted up to the 2nd week of June 2025 have been paid. Since the inception of the scheme, over ₹3,050 crore has been disbursed to hospitals. For the current financial year 2025–26, up to 18th August 2025, approximately ₹480 crore has been received from the Central and State Governments and has been fully utilized for eligible claim settlements. Since 5th August 2025, Rs. 200 crore has been released to empanelled hospitals in the state. An additional Rs 291 crore has been sanctioned for release by the state government for clearing pending payments of the empaneled hospitals under the CHIRAYU Yojana, and this amount shall be released in the coming days.

Claims processed through NHA’s online platform

The spokesperson said the claims are processed through the National Health Authority’s (NHA) online platform by a team of 60 doctors, using an impartial and transparent allocation system that randomly assigns cases to processors. Queries are raised to hospitals whenever incomplete claim or claim lacking mandatory documents like vital charts, OT notes, clinical images, and lab reports, is submitted by empaneled  hospitals. All deductions are strictly made per NHA guidelines, and only when there is insufficient clinical justification or documentation by empaneled hospitals. In case of disagreement, hospitals may appeal through the portal, and such appeals are reviewed by a Medical Audit Committee.


Notably, a large number of private hospitals across the state have distanced themselves from IMA’s service withdrawal call and continue to provide services. On an average 2500 ‘pre-auths’ per day are being registered by empanelled hospitals with private hospitals raising pre-auth of Rs. 2 crore approximately per day on average. It is reiterated that any violation/denial of treatment report shall be dealt strictly as per the rules and guidelines.

Surprise visits conducted at hospitals

Taking strict view of irregularities committed by the empaneled hospitals in claim submission, surprise visits were conducted today at various empaneled hospitals across the state. Strict action in line with rules/guidelines shall be taken upon findings of such surprise visits.

District Hospitals being upgraded

It is further informed that Health Department Haryana is continuously upgrading its District Hospitals. Majority of the newly recruited doctors, nurses and other para medical personnel have been appointed at District Hospitals. The Postgraduate policy has further led to increased number of specialists in the District Hospitals.

Steps are also being taken to improve physical infrastructure in the District Hospitals. The biomedical equipments are being upgraded continuously. Tertiary care services like Dialysis, CT/ MRI scans, Modern blood bank facilities, Cancer care are being provided in most of the District Hospitals, and in the remaining ones, these services shall be provided soon.

In case of any eventuality of Ayushman Bharat PMJAY-empanelled hospitals refusing to provide treatment to beneficiaries, District Hospitals are capable of absorbing such load of patients, as can be substantiated from rise in admissions in public hospitals under the scheme. For tertiary care, many new government, government aided and private medical colleges have come up in the state to supplement the services of the Health Department, wherever needed.
