Chandigarh, April 1: Haryana Chief Minister, Manohar Lal said that from today onwards the procurement of wheat has started in the Mandis and concerned Deputy Commissioner should ensure that lifting of crops is done within 24 hours after the issuance of J-Form. Besides this, the payments of the farmers are deposited in their accounts within 72 hours.

The Chief Minister said this while presiding over the review meeting of Haryana Large Scale Mapping Project and SVAMITVA scheme and Jal- Jeevan Mission held here today. It is pertinent to mention that such a meeting has been started every week on Thursday so as to interact with all the Deputy Commissioners. Today this was the second meeting.

Manohar Lal directed the Deputy Commissioners to ensure that farmers do not face any trouble in bringing their crops in the Mandis. Proper arrangement of gate pass, computer, drinking water and toilets should be ensured. Besides this, it should also be ensured that adequate numbers of labourers and gunny bags are available in the Mandis, along with proper arrangement of loading and unloading facility, he directed.

The Chief Minister said that this time the State Government has decided to pay 9 percent interest to the farmers if their payments are delayed. Farmers must receive payment for their procured produce within a stipulated time period.  Any delay in payment done on behalf of any official or employee will not be tolerated, said Sh. Manohar Lal.

The Chief Minister was apprised that Haryana has performed well in the implementation of the Jal-Jeevan Mission and the State stood at the third position in the country. Jal-Jeevan Mission is an ambitious programme started by the Central Government with the objective of providing 55 liters pure drinking water per person per day in households of rural areas as per BIS standards. The Central Government has set a time-limit for completion of this programme by the year 2024. But in Haryana, more than 87 percent of its work has been completed and this target will be achieved in the year 2022 itself.

Sh. Manohar Lal said that as much as it is necessary to provide drinking water to the people, it is equally important to ensure proper management and disposal of water. Therefore, focused should be on greywater management because various diseases arise due to lack of its proper management. He said that the government has prepared a biennial scheme for proper management of water, which aims to ensure the use and reuse of every drop of water.

The Chief Minister further directed the Deputy Commissioners that proper water supply should be ensured in the schools. Special attention should be paid to works like construction of boundary walls, toilets, cleaning, painting and plantation so that the environment remains good there.

He directed the officials of Development and Panchayat Department to make proper arrangements for recharging the rooftop water ahead of rainy season.

The Chief Minister said that in order to run this programme smoothly, it is necessary that the implementation of drinking water supply schemes and maintenance of the work related to these schemes should be entrusted to the concerned Gram Panchayats. The Water and Sanitation Support Organization of the department by accepting the proposals of more than 500 Gram Panchayats has inspired the Gram Panchayats to take up this work. These Gram Panchayats are ready to take up the responsibility of functioning and maintenance of water resources of their villages.

It was informed at the meeting that according to the Annual Action Plan 2020-21, a target has been set for all 22 district laboratories to get accreditation from National Accreditation Board for Testing and Calibration Laboratories (NABL). Out of these, 13 district laboratories have been accredited by NABL while four more laboratories have been recommended for it.

On this, the Chief Minister directed the officials that along with water, food items should also be examined in these laboratories. For this, necessary equipment should also be provided in these laboratories. He said that students of science stream studying in school-colleges can be involved in this work.

It was also informed that the process of online application has also been started by the department to provide the facility of testing of drinking water samples to the citizens in district public health laboratories at nominal rates.

The Chief Minister was apprised that 100 percent drinking water connections have been provided in all government schools and Anganwadi centres. On this, Sh. Manohar Lal directed the officials that along with providing water connections in the schools, adequate availability of water should also be ensured in every school premises during school time. For this, a survey should be conducted and the water storage facilities should be ensured in the schools which do not have such facilities.

Ashok Khemka, Principal Secretary to Chief Minister and Principal Secretary, Information, Public Relations, Languages Department, Sh. V. Umashankar, Principal Secretary, Industries and Commerce Department, Sh. Vijayendra Kumar, Deputy Principal Secretary to Chief Minister, Smt. Ashima Brar, Director General, Development and Panchayats Department, Sh. R. C. Bidhan were also present and Deputy Commissioners of all the districts and officials associated with the scheme attended the meeting through video conferencing.
