State-wide Emergency Management System Project envisaged in Haryana: Governor

Chandigarh, March 5- Haryana Governor, Satyadeo Narain Arya said that the State Government has envisaged the implementation of State-wide Emergency Management System Project that is, Haryana 112/ERSS (Emergency Response Support System) to provide prompt, integrated emergency services for public safety and security to the citizen, including those with special needs, anytime, anywhere across the State. Haryana 112/ERSS will be beneficial not only for better response and timely action for any citizen in distress but also improve multi-agency Emergency Response. The implementation of the project has already been initiated and shall be commissioned soon.

            The project has been envisaged on “Centralized Call Taking and Centralized Dispatch” model. Haryana 112/ERSS system would be functional 24 X 7 round the year to respond to citizen emergencies within the envisaged response time of 15 minutes (average) for urban areas and 20 minutes (average) for the rural areas in any part of the State.

New state-of-the-art building has been constructed at Panchkula

            Satyadeo Narain Arya shared that one of the key components of Haryana 112 project is the State Emergency Response Centre (SERC) for which a new state-of-the-art building has been constructed at Panchkula for providing uninterrupted Emergency Response operations across the State. This Building is being professionally managed and shall provide a modern workplace to the staff members, including high-tech Call Takers and Dispatchers halls and in house training facilities.

630 vehicles purchased as Emergency Response Vehicles

            The Governor said that the State Government has placed the order to procure 630 vehicles for the police department to be leveraged as Emergency Response Vehicles (ERVs) for this project. Apart from these 630 Police vehicles, 600 existing 2-Wheelers and 450 existing 4-Wheelers from Police department shall be subsequently engaged as ERVs. A “Dry Run” to assess the performance of Haryana 112/ERSS project was conducted from 11.02.2021 to 27.02.2021 in two districts namely Gurugram and Panchkula. In Gurugram district, it was run in an integrated mode onboarding Police, Fire and Ambulance services, while in Panchkula only Police emergency services were taken up. This Dry Run received an encouraging and successful response, he informed.

97.5 per cent of the references received Harsamay portal duly delivered

            The Citizen portal Harsamay and the customized CAS have grown in popularity, usage, scale and a number of citizen services are being provided online. From the inception of the project, 30,56,634 citizen service requests have been received on this Portal and 97.5 per cent of these references were duly delivered.
