The Haryana Government has brough 11 services of Fisheries Department under the Haryana Right to Service Act, 2014. A notification in this regard has been issued by Chief Secretary Sh. Anurag Rastogi.
As per the notification, a provision has been added for subsidy on insurance premium for shrimp/fish crop insurance, providing financial protection to fish farmers against potential losses. In addition, a series of new services have been included under the Act to support fisheries development.
Under the Intensive Fisheries Development Programme, subsidy for loading auto, four-wheeler or mini tractor with trolley has been notified with a service delivery timeline of 40 days.
Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), several services have been included with a uniform timeline of 50 days. These include subsidy for genetic improvement programmes and establishment of Nucleus Breeding Centres (NBCs), subsidy for innovations and innovative projects or activities including technology demonstration, startups, incubators and pilot projects, and subsidy for training, awareness, exposure and capacity building initiatives.
In addition, subsidy for establishment of integrated ornamental fish units for breeding and rearing of freshwater fish and subsidy for establishment of freshwater ornamental fish brood banks have also been notified with a 50-day timeline.
The notification also includes subsidy for promotion of recreational fisheries, subsidy for development of e-platforms for e-trading and e-marketing of fish and fisheries products, and subsidy for modernization of cold storage and ice plants, each to be delivered within 50 days.
Further, subsidy for fish value addition enterprise units and subsidy for extension and support services through Matsya Seva Kendras have also been included, both with a prescribed timeline of 50 days.
For all these services, the District Fisheries Officer concerned has been designated as the competent authority for service delivery, while the Deputy Director Fisheries and Director Fisheries will act as the first and second appellate authorities respectively.
