Haryana to Register 1.38 Crore Farmers Under AgriStack; OTP-Aadhaar Based Registration

Over 46,000 Paperless Registrations Completed So Far

Haryana is set to register 1.38 crore farmers under the Farmer Registry (AgriStack) through an OTP-based Aadhaar authentication process. This was disclosed by the Financial Commissioner, Revenue & Disaster Management Department, Dr. Sumita Misra, while reviewing the progress of the Farmer Registry (Agristack) and Digital Crop Survey (DCS) in a video conference with Deputy Commissioners, District Revenue Officers and Tehsildars.

During the review, Dr. Misra directed the Deputy Commissioners to launch special campaigns by organizing village-level camps in close coordination with the Revenue and Agriculture Departments to accelerate implementation. She instructed that both the Farmer Registry and the Digital Crop Survey be completed by February 2026, stressing that maximum farmer participation and focused outreach in rural areas are crucial for comprehensive coverage.

Calling the initiative transformational for farmers, Dr. Misra said Aadhaar OTP-based authentication will be used to create 1.38 crore Farm IDs, ensuring accuracy, transparency and targeted delivery of benefits. She underlined that accurate and timely data collection would strengthen digital land and crop records, improve targeting of agricultural schemes and enable efficient and transparent benefit delivery. She added that Additional Deputy Commissioners have been designated as nodal officers in each district to monitor field-level progress and address operational issues, while Deputy Commissioners will conduct weekly reviews to ensure inter-departmental coordination.

She further informed that the registration process will begin from tomorrow in three districts—Ambala, Panchkula and Faridabad. Emphasizing timely completion, Dr. Misra said the Farmer Registry will be directly linked with the PM-KISAN scheme and other beneficiary schemes, making it essential that registration targets are met within the stipulated time frame.

Highlighting the need for discipline in file processing, Dr. Misra stated that Paperless Registration cases should not be reverted more than twice under any circumstances. To expedite decision-making, the revert window has been reduced from five days to 48 hours. Deputy Commissioners and District Revenue Officers were directed to personally monitor approvals and strictly follow the FIFO (First-In, First-Out) system to eliminate delays and procedural bottlenecks.

Senior officers from the Government of India, Chief Knowledge Officer and Advisor, Ministry of Agriculture and Farmers Welfare, Sh. Rajeev Chawla, participated in the review through video conference. Dr. Misra said the Revenue and Agriculture Departments will jointly conduct special registration camps to enable seamless linkage of land records with agriculture-related welfare schemes.

 

To ensure close supervision, Deputy Commissioners, Sub-Divisional Magistrates and senior district officers will oversee implementation in Ambala, Panchkula and Faridabad. Joint teams of Revenue and Agriculture officials will begin AgriStack registration camps from tomorrow. Dr. Misra noted that nearly 46,000 paperless registrations have already been completed, reflecting steady on-ground progress, and emphasized that continuous monitoring, clear accountability and strong inter-departmental coordination are key to the success of digital governance reforms.
