Three-Tier Mechanism Strengthened for Consumer Grievance Redressal in Haryana; Yog Raj Appointed Chairperson of CGRF Panchkula

The Haryana Electricity Regulatory Commission (HERC) has strengthened its three-tier Consumer Grievance Redressal Forum (CGRF) mechanism to ensure timely, transparent, and effective resolution of electricity-related complaints from consumers across the state. In a recent appointment, the Commission named Mr. Yog Raj, a retired Chief Engineer, as the Chairperson of the Corporate CGRF at Panchkula, under the jurisdiction of Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL).

This appointment has been made under Section 42(5) of the Electricity Act, 2003 and Regulation 2.4 of HERC Regulation No. HERC/48/2020. As per the official order, the tenure of the Chairperson is fixed for two years or until the age of 65, whichever is earlier.

Under the structured three-tier CGRF system, consumer complaints are categorized by the amount in dispute as follows:

Up to ₹1 lakh — handled by 21 Circle-level CGRFs

Between ₹1 lakh and ₹3 lakh — handled by four Zonal CGRFs

Above ₹3 lakh — handled by two Corporate CGRFs, located at Panchkula and Gurugram

However, issues related to electricity theft, unauthorized load, and revenue loss fall outside the jurisdiction of CGRF. All other consumer grievances are eligible for redressal through this mechanism.

If a consumer is dissatisfied with a CGRF order, they may file an appeal before the Electricity Ombudsman, Mr. R.K. Khanna.

HERC Chairperson Mr. Nand Lal Sharma and Member Mr. Mukesh Garg have issued clear instructions to ensure that grievance redressal is time-bound, impartial, and strictly implemented and non-compliance with CGRF decisions will lead to legal action by the Commission.
