Asks officers to aim for 100% saturation of CSSs, formulate plans as per PRI aspirations<\/strong><\/div>\n
KATHUA, MAY 06<\/strong>:- Commissioner Secretary, General Administration Department, Manoj Kumar Dwivedi, who is also Incharge Secretary for development works of Kathua district, held a meeting of district administration to discuss modalities for formulation of district Capex Budget for 2021-22.<\/div>\n
District Development Commissioner, Rahul Yadav, presented physical and financial achievements registered under district Capex budget during 2020-21 through detailed power point presentation.<\/div>\n
While presenting the sector wise performance under last Capex budget, DDC informed the meeting that the district has achieved 100 per cent expenditure of the available allocated funds under schemes like NRLM and PMAY besides achieving 99 per cent achievement under MGNREGA of\u00a0 Rural Development Department.<\/div>\n
DDC also presented scheme wise financial achievement under district Capex Budget 2020-21 informing that the district has expended over 92 per cent of the total allocation for development schemes of various sectors like Jal Shakti, Transport, Social Services, Youth Services and Sports, Urban Development, PHE, ICDS\/ Nutrition, Mid Day Meal etc.<\/div>\n
Commissioner Secretary, while discussing different plan components, said that with the functioning of three-tier Panchayati Raj system the development priority has to be set by the elected PRI representatives through a laid down procedure. He said planning must be done to make tangible assets benefitting larger portion of the community. He also called for taking up convergence to achieve multi dimensional development targets.<\/div>\n
While laying thrust on taking development spree at all levels, Commissioner Secretary said the development and Corona control measures will go side by side and every endeavor shall be made for strict adherence to Covid guidelines while undertaking development works.<\/div>\n
He underscored the importance of covering all uncovered habitations while formulating Jal Jeevan Mission so that benefit reach to the last beneficiary. He also called for prioritizing drinking water connectivity to Girls Schools and Aanganwadi centres while making micro planning of Jal Jeevan Mission.<\/div>\n
He directed the DDC to take periodic review of the planning status and ensure removal of existing flaws in execution of development schemes by personally visiting the sites. He asked him to focus on resolving issues being confronted in smooth execution of PHE and Irrigation related schemes.<\/div>\n
To achieve 100% saturation under key Centrally Sponsored Schemes, Manoj Kumar Dwivedi directed the DDC to ensure timely approval of plan with special focus on sector that witnessed less expenditure during last fiscal.<\/div>\n
DDC apprised that committees are being constituted under the chairmanship of Nodal Officers of different departments to process sector wise planning involving all stakeholders.<\/div>\n
Manoj Kumar Dwivedi also called upon the concerned officers\u00a0 to look upon the self employment sector and chalk out ways to reach out\u00a0 to maximum beneficiaries in this year\u2019s Capex budget. He asked CPO to micro-review the\u00a0 sector wise planning\u00a0 and\u00a0 keep\u00a0 department wise analysis on daily basis. He also held detailed discussion on tendering process of development works and effective mechanism for e- tendering of works to be taken up under Capex.<\/div>\n
The meeting was attended by ADC Atul Gupta, CPO Uttam Singh, CMO, Dr Ashok Chaudhary, ACR Devinder Paul, ACD Narayan Dutt Sharma besides officers of line and works departments.<\/div>\n
