Built on a premise of trust, self-certification, and non-intrusive monitoring, The Drone Rules, 2021 will replace the UAS Rules 2021 (released on 12 March 2021). The last date for receipt of public comments is 5 August 2021.<\/p>\n<p dir=\"ltr\"><strong>Key takeaways from the Draft Drone Rules, 2021 include:<\/strong><\/p>\n<ol>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Approvals abolished: unique authorisation number, unique prototype identification number, certificate of conformance, certificate of maintenance, import clearance, acceptance of existing drones, operator permit, authorisation of R&amp;D organisation, student remote pilot licence, remote pilot instructor authorisation, drone port authorisation etc.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Number of forms reduced from 25 to 6.<\/p>\n<\/li>\n<\/ol>\n<ol start=\"3\">\n<li dir=\"ltr\">\n<p dir=\"ltr\">Fee reduced to nominal levels. No linkage with the size of the drone.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Safety features like \u2018No permission \u2013 no take-off\u2019 (NPNT), real-time tracking beacon, geo-fencing etc. to be notified in future. A six-month lead time will be provided for compliance.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Digital sky platform shall be developed as a business-friendly single-window online system.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">There will be minimal human interface on the digital sky platform and most permissions will be self-generated.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Interactive airspace map with green, yellow, and red zones will be displayed on the digital sky platform.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Yellow zone reduced from 45 km to 12 km from the airport perimeter.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">No flight permission required upto 400 feet in green zones and upto 200 feet in the area between 8 and 12 km from the airport perimeter.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">No pilot licence required for micro drones (for non-commercial use), nano drone and for R&amp;D organisations.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">No restriction on drone operations by foreign-owned companies registered in India.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Import of drones and drone components to be regulated by DGFT.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">No security clearance required before any registration or licence issuance.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">No requirement of certificate of airworthiness, unique identification number, prior permission and remote pilot licence for R&amp;D entities.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Coverage of drones under Drone Rules, 2021 increased from 300 kg to 500 kg.\u00a0 This will cover drone taxis also.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">All drone training and testing to be carried out by an authorised drone school.\u00a0 DGCA shall prescribe training requirements, oversee drone schools and provide pilot licences online.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Issuance of Certificate of Airworthiness delegated to Quality Council of India and certification entities authorised by it.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Manufacturer may generate their drone\u2019s unique identification number on the digital sky platform through the self-certification route.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Easier process prescribed for transfer and deregistration of drones.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Standard operating procedures (SOP) and training procedure manuals (TPM) will be prescribed by DGCA on the digital sky platform for self-monitoring by users.\u00a0 No approvals required unless there is a significant departure from the prescribed procedures.<\/p>\n<\/li>\n<\/ol>\n<ol start=\"21\">\n<li dir=\"ltr\">\n<p dir=\"ltr\">Maximum penalty under Drone Rules, 2021 reduced to INR 1 lakh.\u00a0 This shall, however, not apply to penalties in respect of violation of other laws.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Drone corridors will be developed for cargo deliveries.<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Drone promotion council to be set up to facilitate a business-friendly regulatory regime.<\/p>\n<\/li>\n<\/ol>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>\u0915\u094d\u0937\u092e\u093e \u0915\u0930\u0947\u0902, \u092f\u0939 \u0938\u092e\u093e\u091a\u093e\u0930 \u0906\u092a\u0915\u0947 \u0905\u0928\u0941\u0930\u094b\u0927 \u0915\u0940 \u092d\u093e\u0937\u093e \u092e\u0947\u0902 \u0909\u092a\u0932\u092c\u094d\u0927 \u0928\u0939\u0940\u0902 \u0939\u0948\u0964 \u0915\u0943\u092a\u092f\u093e \u092f\u0939\u093e\u0901 \u0926\u0947\u0916\u0947\u0902\u0964 DELHI : 15 JUL 2021\u00a0 Ministry of Civil Aviation (MoCA) has released the updated \u2013 The Drone Rules, 2021 for public consultation.
