State-Level Good Governance Day Celebrated Across Haryana with Enthusiasm

Reiterating the Haryana Government’s firm commitment to transparent, accountable and citizen-centric administration, Chief Minister, Sh. Nayab Singh Saini said that good governance is the strongest pillar for building a Developed India and a Developed Haryana.
Addressing the state-level Good Governance Day function in Panchkula held on Thursday, the Chief Minister said that the occasion is a reminder of the government’s moral and constitutional responsibility towards every citizen.
He said that, as per tradition, Good Governance Day was celebrated as a festival across the state, not only at the state-level event in Panchkula but also in all 23 districts of Haryana. Ministers, Members of Parliament, MLAs, officers and citizens from across the state joined the programme through video conferencing, reflecting wide public participation.
The Chief Minister said it was a matter of special satisfaction that Good Governance Day was also being celebrated with equal enthusiasm in the newly created district of Hansi, which officially came into existence just two days ago. He said the formation of the 23rd district was aimed at ensuring that people do not have to travel long distances for administrative work and that the region witnesses faster and more focused development.
Paying homage to Bharat Ratna Pandit Madan Mohan Malaviya and former Prime Minister Sh. Atal Bihari Vajpayee on their birth anniversaries, the Chief Minister recalled their extraordinary contribution to nation-building. He said Atal ji considered power as a medium of service and governance as a synonym for public welfare, while Pandit Madan Mohan Malaviya dedicated his life to education, social reform, promotion of the mother tongue and service to the nation.
The Chief Minister said it was a proud moment for Haryana that just a day earlier, Union Home Minister, Sh. Amit Shah unveiled the statue of Sh. Atal Bihari Vajpayee, released a coffee table book on his life, inaugurated a blood donation camp and dedicated 250 Atal Libraries in villages across the state. He said these initiatives are a true tribute to Atal ji’s legacy and vision.
Education as the Foundation of National Progress
Referring to Pandit Madan Mohan Malaviya, the Chief Minister said he firmly believed that national progress is possible only when every citizen is educated. This belief inspired him to spread education from city to city and village to village, an ideal that continues to guide the present government’s vision, he said.
Drawing inspiration from these great leaders, the Chief Minister said the Haryana Government is steadily moving towards a Developed India–Developed Haryana where governance is transparent, decisions are taken within defined timelines and public welfare remains at the core of policymaking. Referring to Ram Rajya as described by Goswami Tulsidas ji, he said true governance ensures freedom from physical, material and spiritual suffering.
Good Governance Means Real Change in Citizens’ Lives
The Chief Minister emphasized that good governance is not limited to framing laws or issuing orders, but is about bringing positive and visible change in the lives of common people. He said true governance is established when government schemes reach the last person in the queue, when citizens are not forced to make repeated visits to offices for their rights, and when the system functions with trust, empathy and accountability.
Referring to the transformational phase India is witnessing under the leadership of Prime Minister, Sh. Narendra Modi, the Chief Minister said Haryana’s governance model is aligned with digital, data-driven and people-centric administration. He said technology has been adopted not merely as a facility but as a tool of transformation, with initiatives such as Digital India, Direct Benefit Transfer, online and time-bound service delivery making governance faster, simpler, transparent and reliable, he said.
Good Governance Strengthens Democracy and Economy
The Chief Minister said good governance makes democracy more vibrant, strengthens social justice, attracts investment, promotes entrepreneurship and creates employment opportunities, ultimately leading to prosperity. He said the visible improvements in education, healthcare, nutrition, housing, sanitation and infrastructure across Haryana are concrete outcomes of this governance approach, while stressing the need for continuous improvement to meet emerging challenges.
From System Reform to Service Delivery
Recalling the early years of governance, the Chief Minister said that immediately after assuming office in 2014, the government launched a mission to move from system reform to good governance and from good governance to service delivery. He said the success of this mission depends on clean intent and strong policies that leave no room for corruption, details of which have been documented in the coffee table book released on the occasion.
Expressing pride in the trust reposed by the people, the Chief Minister said the government’s good governance model has been validated through a third consecutive mandate. He said this mandate is a seal of approval on the 2024 Assembly election manifesto, which the government treats as a commitment. Out of 217 promises, 54 have already been fulfilled within just 13 months, while work on the remaining commitments is progressing steadily, he shared.
Zero Tolerance Towards Corruption and Nepotism
The Chief Minister said previous regimes were marked by fear, corruption, nepotism and regionalism, whereas the present government systematically closed every avenue of corruption. He said misuse of CLU permissions was stopped, government jobs were made purely merit-based, transfers were brought online, free gas cylinders were provided to the poor and fraud in ration, pension, scholarship and subsidy schemes was eliminated without compromise, he said
Haryana Emerges as a Leader in Digital Governance
Highlighting Haryana’s achievements, the Chief Minister said e-Office has been implemented across all departments and districts, making administration paperless, fast and transparent. Haryana has also taken a leading position nationally in the adoption of DigiLocker.
The Chief Minister said the CM Window has emerged as a powerful platform connecting citizens directly with the government, through which more than 14.15 lakh grievances have been resolved. He added that social media platforms have further strengthened responsiveness and ensured swift action on citizens’ complaints.
The Chief Minister said Samadhan Shivirs were launched to ensure that public grievances are resolved in a time-bound manner at the grassroots level through direct interaction between citizens and officials.
Emphasizing women-centric governance, the Chief Minister said initiatives such as the Samman Sanjeevani mobile app and Deendayal Lado Laxmi Yojana have ensured dignity, safety and direct benefit transfer to women.
Future-Ready Governance and National Recognition
The Chief Minister said initiatives such as the creation of the Future Department, national recognition in Aadhaar enrolment, automatic fire safety NOCs, the Jan Vishwas Bill, digital dashboards and national awards in water conservation and rural livelihoods reflect Haryana’s forward-looking and balanced development.
Governance Today Means Service, Results and Responsibility
The Chief Minister said that on Good Governance Day he can confidently state that governance in Haryana today represents service instead of authority, results instead of procedure and responsibility instead of power.
Good Governance is a Continuous Mission
Quoting Atal Bihari Vajpayee, the Chief Minister said governments may come and go, but the nation must endure. He said the Haryana Government remains committed to building a state where justice is accessible, services are prompt and every citizen is empowered, adding that this alone is true good governance and the real tribute to Atal Bihari Vajpayee and Pandit Madan Mohan Malaviya.
In his address, Chief Secretary Sh. Anurag Rastogi said that Good Governance Day holds special significance for India’s democratic and administrative ethos as it marks the birth anniversary of former Prime Minister Sh. Atal Bihari Vajpayee, whose life and leadership symbolised value-based politics, sensitivity in governance and respect for democratic institutions. He also paid tribute to Mahamana Pandit Madan Mohan Malaviya on his birth anniversary, recalling his unparalleled contribution to education, nation-building and social upliftment. Both stalwarts, he said, remind us that the true purpose of governance is service, not power.
Sh. Rastogi emphasised that in the age of information technology, digital tools have reached every household and individual. He said that Prime Minister Sh. Narendra Modi’s vision of using technology as a bridge between the government and citizens has transformed governance by reducing distances, empowering people and strengthening accountability.
