Haryana Cabinet approved the “HARIHAR” Policy for providing Employment, Educational and Financial benefits to Abandoned and Surrendered Children
Chandigarh April 22: Reiterating its commitment for the upliftment of every Abandoned and Surrendered Children, Haryana Cabinet, which met under the chairmanship of Chief Minister, Manohar Lal here today approved the “HARIHAR” (Homeless Abandoned and Surrendered Children Rehabilitation Initiative Haryana) Policy for providing Employment, Educational and Financial benefits to Abandoned and Surrendered Children who have completed the age of 18 years from the Child Care Institutions of the State and were abandoned before the age of 05 years or surrendered before the age of 1 year.
The aims and objectives of the Policy includes to provide Jobs on compassionate grounds and Economically Weaker Section (EWS) status to Abandoned and Surrendered Children, who were admitted to Child Care Institutions before the age of 05 years (as Abandoned) and before the age of 01 year (as Surrendered) and who have completed the age of 18 years in Child Care Institutions, upto the age of 25 years, and who possess the required qualification. Also To provide Free School and Higher Education including Technical Education ,Skill Development & Industrial Training and After Care Stay, Rehabilitation and Financial Assistance upto the age of 25 years or marriage, whichever is earlier and one time interest free loan for purchase of a house in Haryana to Abandoned and Surrendered Children who were admitted to Child Care Institutions before the age of 05 years (as Abandoned) and before the age of 01 year (as Surrendered),who have completed the age of 18 years while living in Child Care Institutions and have obtained admission in such courses.
The benefits and eligibility of this policy would be eligible to Abandoned and Surrendered children upto the age of 25 years who were admitted to the child care institutions before the age of 5 years (as Abandoned) and before the age of 1 year (as Surrendered) and have completed the age of 18 years while living in the child care Institutions and who fulfil the basic educational qualification are proposed for jobs on compassionate grounds in Group “C” and “D: category and the Status of EWS under Haryana Government, after recommendation by the concerned District Approval Committee chaired by Deputy Commissioner. The beneficiary can avail the benefit of EWS status and employment on compassionate grounds only once.
As per the policy, Abandoned and Surrendered Children upto the age of 25 years who were admitted to the Child Care Institutions before the age of 5 years (as Abandoned) and before the age of 1 year (as Surrendered)and have completed the age of 18 years while living in Child Care Institution will be provided Free School and Higher Education including Technical Education, Skill Development & Industrial Training along with hostel facilities in Government and Government-Aided Institutions and will be offered After Care stay and rehabilitation.
In case an Abandoned and Surrendered beneficiary in After Care gets an job on compassionate grounds, his/her salary will be deposited in a Fixed Deposit account and withdrawal will be allowed after attaining the age of 25 years or marriage or opting out of After Care whichever is earlier by such beneficiary. Such person will get upto 20 percent salary advance from his/her own salary per month for his/her living expenses and will not be eligible for financial assistance. They will be provided one time interest free loan for purchase of a house in Haryana at the time of marriage.
Those persons in After Care who have not been appointed in a Job, will receive financial assistance for their rehabilitation equivalent to the Social Security Pension (Disability Pension) of the Social Justice and Empowerment Department as notified from time to time by the State Government. Suitable notification will be issued by the Departments of School Education, Higher Education, Technical Education, Skill Development & Industrial Training and Women & Child Development for the implementation of these provisions for Free Education and Financial Assistance.
According to the Juvenile Justice (Care and Protection of Children) Act, 2015 Abandoned and Surrendered Children are placed in Children Homes and Specialized Adoption Agencies (SAAs) by the Child Welfare Committee. These Children qualify for adoption, however, if not adopted and on completing the age of 18 years they need assistance for settlement in their life’s and live with dignity.
These Children are often deprived from the assistance of Government schemes and benefits which make them unable to live their life with dignity and self-esteem. Therefore, if given suitable job opportunities these children will proceed their lives with utmost solemnity and self respect. This policy will be for the welfare and settlement of Abandoned children before the age of 5 years and Surrendered children before the age of 1 year and who have completed the age of 18 years while living in Child Care Institution and to enable them to develop their full potentiality with fair access to Education, Survival. Dignity and Employment etc.
