92% Approval Rate in paperless registration system

Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra said that in order to streamline and enhance transparency in property documents the department has introduced a First-In First-Out (FIFO) system for document approval, ensuring that citizens receive services in a systematic and time-bound manner.
She shared this information following a virtual meeting with the state’s Deputy Commissioners to review the progress of various departmental programmes.
Dr. Misra informed that FIFO System Ensures Sequential Processing under the new arrangement, the Registrar Chief and Sub-Registrars will now approve documents strictly in sequence, processing them one by one in the order they are received. This system guarantees that applications submitted earlier will be verified first, eliminating any possibility of bias or undue delay in the verification process. The sequential approach brings much-needed transparency to the entire procedure.
Dr. Misra said that the FIFO system addresses longstanding concerns about processing delays and brings unprecedented transparency to our operations. Citizens can now be assured that their applications will be handled systematically, with clear accountability at every stage. In parallel, the department is also introducing a technological ‘View Jamabandi’ which will be activated on the portal, eliminating the requirement for citizens to upload copies of land records.
This decision responds directly to challenges posed by the current system, where citizens have been uploading Jamabandi files ranging from 400 to 500 pages, creating unnecessary strain on our server infrastructure and consuming valuable computing resources. The new system enables officials to access real-time, authenticated land records directly from our revenue database, ensuring accuracy while dramatically improving processing speed. This innovation offers multiple advantages: citizens are relieved from the cumbersome task of downloading and uploading heavy documents, particularly beneficial for those in areas with limited internet connectivity; officials gain immediate access to the most current land records, eliminating risks associated with outdated information; and our infrastructure resources are conserved for optimal utilization.
Highlighting the accelerated pace of work, officials reported that out of 16,912 applications, a total of 15,577 registries have been approved, reflecting an impressive 92.1% approval rate. Dr. Misra stated that the department has successfully addressed all systemic challenges and issued a strong cautionary message. “Harshest action will be taken if anyone is trying to sabotage any system,” she warned.
To ensure seamless implementation and strengthen operational efficiency, the department will conduct technical workshops with live registration token demonstrations for officials in Faridabad and Gurugram tomorrow. These sessions are aimed at enhancing technical proficiency and eliminating any procedural bottlenecks.
