Chief Minister releases the Structural Safety Guidelines booklet<\/strong><\/p>\n

Chandigarh April 29-<\/strong> Haryana government has issued structural safety guidelines to ensure the safety of residents residing in multi-storey residential buildings.\u00a0As per the new guidelines, during the construction of any building the construction agency will get the safety standards audited at least thrice or four times.<\/p>\n

The Chief Minister said this\u00a0after addressing various RWA Association representatives present after releasing the Structural Safety Guidelines booklet prepared by the Town and Country Planning Department, Haryana in the concluding session of the SEWOCON Conference held in Gurugram today.<\/p>\n

Sh.\u00a0 Manohar Lal also announced to appoint a ‘Sampati Pal’ to address mutual disputes between RWAs and members.\u00a0 Also, the disputes related to the accounts maintained by RWAs will be resolved through an empaneled auditor, announced Sh. Manohar Lal.<\/p>\n

A new policy will also be formulated\u00a0 to fix the rules of handing over to the RWAs for residential complexes developed by the builders and the draft of this Policy will be uploaded on the website for one month so that the RWAs can give their suggestions, after which the Policy will be notified within 60 days. This Policy will also include the RWA internal governance rules.<\/p>\n

The Chief Minister announced the appointment of two District Registrars in Gurugram on the demand of RWAs, allottees and others and said that these Registrars would be at par with the Deputy CEO of GMDA.<\/p>\n

He further\u00a0announced to takeover nine\u00a0major colonies of Gurugram namely Malibu Town, R D City, Rose Wood City, Green Wood City, Mayfield Garden, Vipul Garden, Uppal Southend, Sushant Lok – 1 and 3 by the Urban Local Bodies Department.<\/p>\n

The Chief Minister also directed to restart the Allottee Grievance Redressal System under the Chairmanship of Deputy Commissioner\u00a0for the residents of Gurugram.\u00a0 He said that since there is no provision of RWA in Plotted Colony, so provision will be made in this regard in the new Policy.<\/p>\n

Referring to the irregularities committed by the builders, the Chief Minister said that since 1985 till now, out of about 2000 colonizers, only 15 colonizers have obtained the completion certificate.<\/p>\n

In such a situation, to provide relief to the allottees, a list of 100 colonizers will be prepared and the premises will be handed over to the RWAs while completing the other services along with removing any\u00a0 shortcomings related to the completion.<\/p>\n

Sh. Manohar Lal\u00a0directed that a Nodal Officer would be specially appointed by the Town and Country Planning Department to complete the above process and as he holds the portfolio of this department, he will regularly\u00a0monitor the entire process.<\/p>\n

The Chief Minister said that organizing SEWOCON programme is a positive step not only for Gurugram but for the entire state.<\/p>\n

Sh. Manohar Lal\u00a0 said that such\u00a0 awareness programme for RWAs would be organized every six months and this would also be made an important part of the Policy. Apart from Gurugram, RWA seminars\u00a0 will also be organized in other urban areas and if\u00a0no office of Town and Country Planning Department is there in any area, then\u00a0 seminars will be organized through District Municipal Commissioner.<\/p>\n

Nishant Yadav and other senior officers also remained present on this occasion.<\/p>\n
