Kanauli PACS of Panchkula goes digital<\/strong><\/p>\n

Chandigarh, July 11-<\/strong> Haryana Chief Minister, Sh. Manohar Lal, while taking another pivotal decision towards e-governance today directed the officers concerned to computerize the working of PACS in a phased manner.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chief Minister\u00a0while presiding over the state – level review meeting of Haryana State Co-operative Apex Bank (HARCO) here today\u00a0directed the officers to explore the possibility of opening HARCO Bank branches in every district of the state.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 “If the rules have to be amended for this, then it should be done. Presently HARCO Bank has two branches in Chandigarh and Panchkula, whereas this bank controls the branches of District Central Co-operative Bank”, said Sh. Manohar Lal.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chief Minister was apprised that PACS is not directly linked with HARCO Bank.\u00a0 There are about 700 PACS\u00a0in the state, which is maintained at the village level.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Additional Chief Secretary, Finance Department, Sh.\u00a0T.V.S N Prasad\u00a0assured the Chief Minister that the entire work in Kanauli PACS of Panchkula district has been computerized and the process of computerizing 62 more PACS is going on.\u00a0 This work will be completed by November 30, 2022, he said.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chief Minister said that the salary of the employees of PACS should also be centralized and arrangements should be made by the government.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 To end the monopoly on PACS, on similar lines of this, Village Agricultural Primary Co-operative Societies (VACS) should be formed at the village level by talking to the educated young farmers in the villages and their registration should be done under the Co-operative Societies Registration Act and farmers only should Operate these VACS, said Sh. Manohar Lal.<\/p>\n

Crop loan should be linked to sowing and harvesting<\/strong><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chief Minister said that crop loans should be made available to the farmers at the time of sowing and that too in three instalments when they need to pay wages along with seeds, tillage and fertilizers to prepare the field.\u00a0Debt recovery should be linked to the harvesting season so that farmers can sell their crops and repay the loan on time. Farmers who repay on time will be given an incentive of one percent, said Sh. Manohar Lal.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chief Minister also directed the officers that loans should be made available promptly on the applications approved under ‘Mukhyamantri Antyodaya Parivar Utthan Yojana’.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Registrar Co-Operative Society Haryana, Smt. Geeta Bharti, Joint-registrar, Ms Poonam Nara, Chairman, HARCO Bank, Sh. Arvind Yadav, Managing Director, Sh.\u00a0Rahul Uppal and other senior officers were present at the meeting.<\/p>\n
