The revenue administration in Madhya Pradesh will witness an unprecedented change in the interest of the citizens with the cyber tehsil system being launched in all districts. A beginning of revenue administrative reform will be made from Khargone district.<\/span><\/p>\n

Chief Minister Dr. Mohan Yadav has asked the authorities concerned to ensure disposal of revenue cases as quickly as possible. After entry of land records, the concerning applicant will be able to get the verified copy of the land records and the related orders.<\/span><\/p>\n

Now the pending cases can be disposed of qualitatively in a little span of 15 to 17 days with IT interventions. This is significant advancement as the conventional manual process used to take at least 60 days for final disposal.<\/span><\/p>\n

Every year about 14 lakh cases of nomination are registered in the state. Out of this, the number of cases registered for nomination, mutation after execution of sale deeds is approximately 8 lakh. Of this, about 2 lakh undisputed revenue cases related to purchase and sale of\u00a0Khasra<\/i>\u00a0are registered.<\/span><\/p>\n

Disposal of such cases will be addressed by the Cyber \u200b\u200bTehsil. It will be paperless, faceless and online transfer and updating of land records without application within 15 days.<\/span><\/p>\n

In this manner, 2 lakh revenue cases related to purchase and sale of\u00a0Khasra<\/i>\u00a0can be resolved through cyber tehsils. Apart from quick disposal, land records will also be updated. The challenge of resolving undisputed cases at the regional tehsil level will be efficiently met. The Revenue Department has amended the Madhya Pradesh Land Revenue Code, 1959 and made provisions for Cyber\u200b\u200bTehsil. The Cyber \u200b\u200bTehsil Project started from 01 June 2022 as a pilot project in District Sehore and Datia.<\/span><\/p>\n

The project is being implemented in 12 districts\u2013 Datia, Sehore, Indore, Sagar, Dindori, Harda, Gwalior, Agar Malwa, Sheopur, Betul, Vidisha, and Umaria. As per the instructions of Chief Minister Dr. Mohan Yadav, now Cyber \u200b\u200bTehsil system is ready for implementation in all the districts from January 01, 2024.<\/span><\/p>\n

How it works?<\/span><\/strong><\/p>\n

The process from registration to nomination and mutation cases has been put in place in Cyber \u200b\u200bTehsil. Cyber \u200b\u200bTehsil has been an integration of 4 different platforms namely Sampada Portal, Bhulekh Portal, Smart Application for Revenue Application – SARA Portal and Revenue Cases Management System Portal.<\/span><\/p>\n

In Cyber \u200b\u200bTehsil, such cases are eligible for resolution – undisputed Khasra, and the land, which has not been mortgaged in any way. After registration on the portal, the case will be automatically registered on the revenue portal.<\/span><\/p>\n

After this, the investigation will be done by Cyber \u200b\u200bTehsildar. After the information, a memo will be issued for advertisement and Patwari report. After this, the land records will be updated by passing the order. If the claim is not received after ten days, orders will be given through e-mail and WhatsApp.<\/span><\/p>\n

During the execution of sale deed (registration) in the Registrar’s office, the applicant will have to give the processing fee and general information in the prescribed format.<\/span><\/p>\n

In case of registrations, which cover the Khasra number or the entire plot and there is no division of any Khasra or plot, details of the registry will be generated through automated process.<\/span><\/p>\n

Cyber\u200b\u200bTehsildar verifies the registered documents with the revenue land records and issues notice through SMS to the buyer, seller and all the residents of the concerned village. This notice also contains a link for objection. Also a public advertisement notice board of tehsil. An online memo is also issued for Patwari report.<\/span><\/p>\n

Novel governance<\/span><\/strong><\/p>\n

If no objection is received within ten days and if there is no objection in the Patwari’s memo, then the Cyber \u200b\u200bTehsildar passes the order in the case and updates the records. Upon resolution\/passing of the order, the concerned person is informed through SMS and the status of the order passed through e-mail.<\/span><\/p>\n

Which cases to be resolved on priority?<\/span><\/p>\n

In Cyber \u200b\u200bTehsil, all such cases are being resolved in which the Khasra number or the plot is involved and there is no division of any Khasra or plot.<\/span><\/p>\n

Benefits of Cyber \u200b\u200bTehsil:<\/span><\/p>\n

    After registry is done, name nomination case is entered even without applying.<\/span><\/p>\n<\/li>\n

  2. \n

    In this process, buyer and seller do not need to be physically present at the Tehsil office for nomination.<\/span><\/p>\n<\/li>\n

  3. \n

    The process is end to end online, decision-making, and paperless.<\/span><\/p>\n<\/li>\n

  4. \n

    The process is transparent. There is no human interference.<\/span><\/p>\n<\/li>\n

  5. \n

    Notice to buyer seller and all residents of the village is sent through SMS. Notice is visible on RCMS portal.<\/span><\/p>\n<\/li>\n

  6. \n

    Objections can be filed online.<\/span><\/p>\n<\/li>\n

  7. \n

    Applicant can get copy of final order through email or WhatsApp.<\/span><\/p>\n<\/li>\n

  8. \n

    As soon as the order is passed, the land records are automatically updated.<\/span><\/p>\n<\/li>\n

  9. \n

    The process of implementation of orders and revenue records will be completed in 15 days except government holidays.<\/span><\/p>\n<\/li>\n

  10. \n

    This system has made irrelevant the limits of jurisdiction.<\/span><\/p>\n<\/li>\n

  11. \n

    This system has provided a facility of updating land records in real time.<\/span><\/p>\n<\/li>\n

  12. \n

    There will be no interference from Patwari.<\/span><\/p>\n<\/li>\n

  13. \n

    There is a facility to submit Patwari report online.<\/span><\/p>\n<\/li>\n

  14. \n

    It will be resolved in lesser time. Earlier these processes took about 60 days. This process will be completed in Cyber \u200b\u200bTehsils within 15 days time.<\/span><\/p>\n<\/li>\n

  15. \n

    The applicant will get PDF copy of the order passed by Cyber \u200b\u200bTehsil it through email\/Whatsapp. Its copy will also be uploaded on the RCMS portal.<\/span><\/p>\n<\/li>\n<\/ol>\n

    Disposal of over 17000 cases<\/span><\/strong><\/p>\n

    So far, final orders have been passed in 17,152 cases out of 17,474 in the tehsils of 12 pilot districts of Cyber \u200b\u200bTehsil and land records have been verified through automated process. Verified copies of the final orders have been sent to the applicants through email and WhatsApp. It will take average 15 to 17 days in cyber tehsils. It is a significant achievement compared to the time taken in manual process.<\/span><\/p>\n

    Revised the set-up of Tehsildar\/Naib Tehsildar<\/span><\/strong><\/p>\n

    As many as 15 Tehsildars\/Naib Tehsildars will be required to man the cyber tehsil established in the office of the Chief Revenue Commissioner. At present the system of cyber tehsil is implemented in 12 districts by involving 7 tehsildars. Their set-up will be revised.<\/span><\/p>\n

    This arrangement can be implemented immediately by engaging additional Tehsildars\/Naib Tehsildars. Soon a proposal will be brought to review the set-up of Tehsildar\/Naib Tehsildar, which will also include the proposal for creation of 15 Tehsildar\/Naib Tehsildar posts in Cyber \u200b\u200bTehsil.<\/span><\/p>\n
