Hon\u2019ble P.M. extended his best wishes for the success of the Third Sushasan Saptah.<\/p>\n<p>Nearly 19.5 lakh grievances were redressed by Central\/ State Governments through CPGRAMS interface in 2023<\/p>\n<p>Special Campaign 3.0 implemented across Central Government and was India\u2019s largest campaign for Institutionalizing Swachhata with a focus on Reducing Pendency in Government. Rs. 1162.49 crores of revenues earned from Special Campaigns 1.0, 2.0 and 3.0 in the 2021-2023 period<\/p>\n<p>26th National Conference on e-Governance held with the theme \u2018Viksit Bharat \u2013 Empowering Citizens\u2019. A brief of the achievements of the department is given below:<\/p>\n<p><strong>SIGNIFICANT INITIATIVES\/ ACHIEVEMENTS OF DARPG in 2023<\/strong><\/p>\n<ol>\n<li>Chintan Shivir:<\/li>\n<\/ol>\n<p>In the Chintan Shivir of Ministry of Personnel, Public Grievances and Pensions from 17<sup>th<\/sup>\u00a0to 18<sup>th<\/sup>\u00a0February, 2023, DARPG ideated on Redressal of Public Grievances. The Prime Minister shared his vast experiences in Governance, urged officials that impersonal governance models need to find life through deep personal commitment. The Chintan Shivir laid down a futuristic model of governance.<\/p>\n<ol start=\"2\">\n<li>Civil Services Day<\/li>\n<\/ol>\n<p>The 16th Civil Services Day was organized in Vigyan Bhawan, New Delhi on 20-21 April, 2023, on the theme\u00a0<strong>\u201cVIKSIT BHARAT \u2013 Empowering Citizens &amp; Reaching the Last Mile\u201d.\u00a0<\/strong>The Hon\u2019ble Prime Minister conferred 15 Awards on 21st April, 2023. With 26,000 officers of Government attending in hybrid mode, this Civil Service Day witnessed the largest ever participation.<\/p>\n<ol start=\"3\">\n<li>3<sup>rd<\/sup>\u00a0SUSHASAN SAPTAH<\/li>\n<\/ol>\n<h1>The Good Governance Week 2023 of week-long celebrations was organized by Department of Administrative Reforms &amp; Public Grievances (DARPG), Government of India. Hon\u2019ble Prime Minister extended his greetings and best wishes for the success of the Third Sushasan Saptah. In his message the Prime Minister said \u201c<em>In the Amrit Kaal, we are guided by the principles of Panch Pran<\/em>.\u201d He also said that \u2018<em>The years till 2047 are an opportunity to realize the vision of building a strong, inclusive and developed India. For India \u2018Yahi samay hai, sahi samay hai\u2019<\/em>.\u201d<\/h1>\n<h1>MoS (PP) inaugurated the Good Governance Week (Sushasan Saptah) celebrations on 19th Dec 2023 at Bhim Auditorium, Dr. Ambedkar International Centre, New Delhi.\u00a0 Representatives of State Governments and District Collectors from all districts across the country participated in virtual mode.<\/h1>\n<ol start=\"4\">\n<li>SPECIAL CAMPAIGN 3.0<\/li>\n<\/ol>\n<h1>Special Campaign 3.0 was implemented by DARPG across Central Government and was India\u2019s largest campaign for Institutionalizing Swachhata and Reducing Pendency in Government has witnessed many best practices and milestones<\/h1>\n<h1>Inspired by PM Modi, the saturation approach in \u201cSwachhata\u201d, Special Campaign 3.0 was implemented in 2.59 lakh offices across India, 164 lakh square feet of office space freed, 49.55 lakh files reviewed, 5.22 lakh PG cases redressed. Rs. 1162.49 crores of revenues earned from Special Campaigns 1.0, 2.0 and 3.0 in the 2021-2023 period; Rs.556.35 crore earned in Special Campaign 3.0 in 2023.<\/h1>\n<ol start=\"5\">\n<li>EFFECTIVE REDRESSAL OF PUBLIC GRIEVANCES:<\/li>\n<\/ol>\n<p>In 2023, close to 19,45,583 grievances and close to 1,79,892 appeals were received by all the Central Ministries\/Departments. In 2023, close to 7,32,355 feedbacks were collected by the BSNL Call Centre directly from the citizens from January to November regarding their grievance redressal.<\/p>\n<p>Technology enhancements introduced in CPGRAMS portal in 2023 include<\/p>\n<ol>\n<li>Launch of CPGRAMS Mobile App,<\/li>\n<li>\u00a0Launch of lntelligent Grievance Monitoring Dashboard and Tree Dashboard, and<\/li>\n<li>AI based Bhashini integration with the CPGRAMS Portal.<\/li>\n<\/ol>\n<ol start=\"6\">\n<li>NATIONAL e-GOVERNANCE CONFERENCES<\/li>\n<\/ol>\n<p>The DARPG, in association with the Government of Madhya Pradesh organized the 26th National Conference on e-Governance (NCeG), at the Brilliant Convention Centre, Indore on 24th and 25th August, 2023. The theme of this Conference was\u00a0<em>\u2018Viksit Bharat \u2013 Empowering Citizens\u2019.\u00a0<\/em>Hon\u2019ble MoS (PP) presented the 16 National Awards for e-Governance 2023 under the 5 categories\/sub-categories of the Award Scheme. About 1000 delegates from Government of India, State\/UT Governments, Industry, Academia and Private Sector participated in the technical sessions.<\/p>\n<ol start=\"7\">\n<li>REGIONAL CONFERENCES<\/li>\n<\/ol>\n<ul>\n<li>The Department in collaboration with Government of Maharashtra organized a 2-day Regional Conference on the theme\u00a0<em>\u201ce-Governance\u201d<\/em>\u00a0at Mumbai on January 23 \u2013 24th, 2023 at Mumbai. Hon\u2019ble MoS(PP) released a Coffee Table Book on the achievements of Good Governance Week 2022- Nation-wide Campaign\u00a0<em>\u2018Prashasan Gaon Ki Ore 2022\u2019\u00a0<\/em>on 24th Jan, 2023.<\/li>\n<li>A two-day Regional Conference\u00a0<em>on Good Governance Practices<\/em>\u00a0was held on 06-07 March 2023 at Bhopal (M.P.). Detailed discussions were held on the Digital Secretariats- Way Forward, e-Service Delivery, and Digital Initiatives for Ease of Doing Business and Digital Initiatives of Madhya Pradesh.<\/li>\n<li>A two-day Regional Conference\u00a0<em>on Good Governance<\/em>\u00a0was organized in collaboration with Government of Rajasthan at Jaipur on 4th -5th October, 2023. The Conference featured 13 Award Winners in 7 categories from 2022 Awardees.<\/li>\n<\/ul>\n<ol start=\"8\">\n<li>GOOD GOVERNANCE WEBINARS AND E-GOV WEBINARS<\/li>\n<\/ol>\n<h1>In 2023, 10 National Webinars were organized under the initiative of National Good Governance Webinar Series with two Prime Minister\u2019s Awardees as the lead Speaker in each Webinar enabling wider dissemination of best good governance practices for their replication.<\/h1>\n<p>Hon\u2019ble Vice President released Compendium on National Good Governance Webinar Series (2022-23) on 20<sup>th<\/sup>\u00a0April, 2023, during Civil Services Day 2023 event in Vigyan Bhawan<\/p>\n<p>The Department launched the monthly National e-Governance Webinar Series (NeGW 2023-24) from September, 2023 to disseminate \/ replicate award winning e-governance practices of India. ln the webinar, the awardees of National Awards for e-Governance (NAeG) present their initiatives, share their experiences and implementation challenges.\u00a0\u00a0<em>Three<\/em>\u00a0webinars in the National e-Governance Webinar Series (NeGW 2023-24) have been conducted in the month of September, October and December. Each webinar is attended by nearly 1000 participants in Virtual Mode from all the States\/ UTs including the DCs\/DMs, State Government Officers and Officers of the concerned line Departments.<\/p>\n<ol start=\"9\">\n<li>E-OFFICE ANALYTICS IMPLEMENTATION<\/li>\n<\/ol>\n<p>As per the uptodate e-Office data made available through the e-Office Analytics Dashboard, launched in December 2023, the Ministries and Departments of the Central Government have achieved:<\/p>\n<ul>\n<li>90 % adoption of e-Office in generation of e-Files out of total files.<\/li>\n<li>90% digitization of all receipts into e-Receipts.<\/li>\n<li>Successful implementation of IEDM through effective achievement of delayering with the levels of decision making in e-Office file movement falling from 8.01 in Year 2020 to 4.11 in November 2023.<\/li>\n<\/ul>\n<ol start=\"10\">\n<li>INTERNATIONAL EXCHANGE AND COOPERATION<\/li>\n<\/ol>\n<p>With the aim to share information, best practices across national governments under international exchange and cooperation\u00a0<em>a Letter of Intent was signed with France<\/em>\u00a0on 2<sup>nd<\/sup>\u00a0November, 2023,\u00a0between Min. of Personnel, Public Grievances and Pensions (DARPG) and Ministry of Public Sector Transformation and the Civil Service of French Republic on cooperation in Public Administration and Administrative Reforms for a period of three (3) years.<\/p>\n<p>Further, the MoU with the Public Service Division of the Republic of Singapore was renewed on 6<sup>th<\/sup>\u00a0July 2023, for a period of five years upto 31<sup>st<\/sup>\u00a0May, 2028.<\/p>\n<p>A series of Joint Working Group\/ Senior Consultative Body meetings were held\u00a0virtually\u00a0with various countries including the Administrative Modernization Agency of Portuguese Republic, and Public Service Commission of The Republic of The Gambia held on 21<sup>st<\/sup>\u00a0Aug and 09<sup>th<\/sup>\u00a0Nov 2023. DARPG and Australian Public Service Commission jointly organized webinars on 6<sup>th<\/sup>\u00a0April and 8<sup>th<\/sup>\u00a0Aug, 2023.<\/p>\n<h1>Based on the discussions with IIAS, Brussels, the Department announced in May 2023 that\u00a0<strong>India will host the\u00a0<\/strong>2025<strong>\u00a0IIAS\u00a0<\/strong>Conference<strong>\u00a0at New Delhi in Feb,\u00a0<\/strong>2025<strong>.<\/strong><\/h1>\n<ol start=\"11\">\n<li><strong>NeSDA 2023 and NeSDA WAY FORWARD<\/strong><\/li>\n<\/ol>\n<p>Under the biennial study of National e-Service Delivery Assessment (NeSDA), the Department initiated the work of NeSDA 2023 with the launch of portal in July 2023.\u00a0 The Department launched a \u201c<em>NeSDA- Way Froward, Status of Implementation<\/em>\u201d Dashboard to ensure timely implementation of the recommendations of the NeSDA 2021 and for rolling out of all mandatory e-Services by States and UTs in a time bound manner.<\/p>\n<p>On the basis of inputs and analysis of data, monthly reports of NeSDA Way Forward are released.\u00a0\u00a0 Starting from March 2023,\u00a0<em>nine monthly editions<\/em>\u00a0have already been released. As per the latest report of Nov 2023, more than 16000 e-Services are made available to the citizens by the various State and UT Governments. Further the Saturation level of the Mandatory e-Services has reached 78% up from 48% in NeSDA 2019.<\/p>\n<ol start=\"12\">\n<li><strong>PUBLICATIONS<\/strong><\/li>\n<\/ol>\n<ol>\n<li><strong>CPGRAMS<\/strong><\/li>\n<\/ol>\n<ol>\n<li>12 Monthly CPGRAMS Reports for the Central Ministries\/Departments and 12 Monthly Reports for the States\/UTs were published in 2023 apart from the CPGRAMS Annual Report 2023 for monitoring and course correction to improve grievance redressal.<\/li>\n<li>DARPG introduced a new and comprehensive Grievance Redressal Assessment and Index (GRAI) in May 2023 for Central Ministries\/Departments, that comprised 4 dimensions and 11 indicators. The GRAI Report across Central Secretariat for Calendar year 2022 was also published in the year 2023.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong>Journey of 25 Regional Conferences Booklet:<\/strong><\/li>\n<\/ol>\n<h1>DARPG has achieved a significant milestone by successfully conducting 25 Regional Conferences over the past nine years. This extensive outreach reflects the vision of Hon&#8217;ble PM to ensure that no corner of the nation is left untouched by the drive for administrative excellence and public service optimization. These conferences have been organized across India. The Journey of 25 Regional Conferences (2014-2023) was presented in a publication released in December 2023. More than 7500 civil servants actively engaged in these Regional Conferences.<\/h1>\n<ol start=\"3\">\n<li><strong>Special Campaign Assessment Report:<\/strong><\/li>\n<\/ol>\n<p>The Assessment Report on Special Campaign 3.0 was also released by DARPG in 2023. It serves as a ready reckoner for the work done across Ministries\/Departments in GoI during the course of the Special Campaign 3.0 and captures best practices across Ministries\/Departments for replication.<\/p>\n<ol start=\"4\">\n<li><strong>MGMG<\/strong><\/li>\n<\/ol>\n<p>The e- magazine MGMG, encapsulating the noteworthy initiatives that received the Prime Minister Awards in 2022, was compiled for the Jan-June 2023 edition. This compilation of 15 distinguished initiatives, was officially unveiled in July 2023 with the aim of facilitating broader dissemination. A special edition of e-journal MGMG on Journey of 25 Regional Conferences (2014-2023) was published and released by Hon\u2019ble MoS (PP) on 19th December, 2023 during Good Governance Day.<\/p>\n<ol start=\"13\">\n<li><strong>INTERNATIONAL CAPACITY BUILDING PROGRAMMES<\/strong><\/li>\n<\/ol>\n<p>From January to December 2023, the NCGG has organized 28 International Capacity Building Programmes. Among these, 16 programmes were carried out in partnership with ITEC, MEA, specifically, 13 for Bangladesh, 2 for Cambodia, and 1 for Gambia. Additionally, 12 programmes were conducted for Maldives under the IOR Division, MEA.<\/p>\n<ol start=\"14\">\n<li><strong>STATE COLLABORATIVE INITIATIVE SCHEMES<\/strong>&#8211; 14 new projects under the State Collaborative Initiative Schemes were sanctioned with different States like Telangana, Kerala, Himachal Pradesh, Uttar Pradesh, Nagaland, Punjab, MP, etc. on the themes of e-office solution, administrative reforms, Digitization of public grievances, solution of road safety through technology and engineering etc.<\/li>\n<\/ol>\n<p>\u201ce-Precedent Book\u201d of DARPG was launched by Hon\u2019ble MoS(PP) Dr. Jitendra Singh on 29<sup>th<\/sup>\u00a0September, 2023 as part of Special Campaign 3.0 and is placed on knowledge management system of e-office of DARPG.<\/p>\n<ol start=\"15\">\n<li><strong>ABHINAV PAHAL E-SERIES<\/strong><\/li>\n<\/ol>\n<p>Abhinav Pahal, a programme in Sansad TV, was launched to disseminate the best practices of awarded initiatives under the Prime Minister Awards.<\/p>\n<ol start=\"16\">\n<li><strong>DISTRICT GOOD GOVERNANCE INDEX (DGGI)<\/strong><\/li>\n<\/ol>\n<p>Under this next generation administrative reform of the Department, involving benchmarking governance at district level, DGGI Gujarat was released on 21<sup>st<\/sup>\u00a0May, 2023, and DGGI Arunachal Pradesh released on 8<sup>th<\/sup>\u00a0June, 2023, in collaboration with the State Governments concerned.<\/p>\n<ol start=\"17\">\n<li><strong>OTHER EVENTS CELEBRATED BY DARPG:<\/strong><\/li>\n<\/ol>\n<ol>\n<li><strong>Constitution Day Celebrations:<\/strong><\/li>\n<\/ol>\n<p>Constitution Day was celebrated in the Department of Administrative Reforms and Public Grievances (DARPG). The events included the reading of \u2018the Preamble of the Constitution of India\u2019 by the Officials of the DARPG, Essay Writing Competition and Quiz on the Constitution of India. On this occasion, a Webinar on \u201cIndian Constitution and Fundamentals Duties\u201d was also organized wherein Professor Rajinder Kaur, Dean Faculty of Law, Punjab University was the speaker.<\/p>\n<ol start=\"2\">\n<li><strong>International Women\u2019s Day Celebrations:<\/strong><\/li>\n<\/ol>\n<p>A Round &#8211; Table National Webinar was organized by DARPG on \u201cWomen in Civil Service-Leadership &amp; Governance\u201d on the occasion of\u00a0<em>International Women\u2019s Day<\/em>\u00a0on 07.03.2023 as part of the IWD events.
