Rear Admiral Kapil Mohan Dhir has taken over as the Joint Secretary (Navy &Defence Staff) in the Department of Military Affairs.\u00a0He is the first Armed Forces officer to tenant this assignment<\/strong>. He is an alumnus of National Defence Academy Khadakwasla, Pune and was commissioned into the Indian Navy on 01 Jan 1985.<\/p>\n

He is the Senior most Serving Marine Commando (MARCOS) and has served in frontline afloat and ashore assignments including Command of\u00a0the premier MARCOS establishment,\u00a0INS Abhimanyu<\/em><\/strong>,\u00a0<\/em>Indian Naval warships\u00a0INS Khanjar and INS Rana<\/em><\/strong>,\u00a0<\/em>and peacekeeping missions both within and outside the country, including \u2018Op Pawan\u2019<\/em>\u00a0and\u00a0\u2018Op Jupiter\u2019.\u00a0<\/em>He has held important operational and staff appointments, which include\u00a0Fleet Operations Officer of Eastern Fleet and Commodore in charge Work up, Indian Naval Workup Team (INWT), Kochi<\/em><\/strong>.<\/em><\/p>\n

The officer has rich experience of Ministry of Defence, having worked in various capacities at Naval Headquarters, as well as Headquarters Integrated Defence Staff. As ACIDS (PP&FS) in the HQIDS, he played an important role in taking forward Govt\u2019s focus on \u2018ease-of-doing business\u2019, as well as \u2018Make in India\u2019 initiative by streamlining acquisition processes with greater focus on indigenisation. Being the architect of major policies, some of his contributions inter-alia include\u00a0\u2018Strategic Partnership (SP) Model<\/em><\/strong>, revised\u00a0\u2018Make-II\u2019<\/em><\/strong>\u00a0and\u00a0\u2018Make-<\/em><\/strong>III\u2019 procedures, as well as the \u2018Positive Indigenisation List\u2019<\/em><\/strong>. He has also furthered tri-service integration in Capability Development, besides introducing systemic approach to defence planning.<\/p>\n

He is a graduate of Defence Services Staff College, Wellington and National Defence College, New Delhi.<\/p>\n

He is also a recipient of the\u00a0\u2018VishistSeva Medal<\/strong>\u2019 and the\u00a0\u2018AtiVishishtSeva Medal\u2019<\/strong>\u00a0for distinguished service.<\/p>\n
