The Second SCO Member States’ Heads of Regions Forum was held today via a hybrid model as a means of participation.

The event was chaired by Chelyabinsk Region Governor Alexey Teksler and was attended by heads of regions from China, India, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan amongst others.

The event was inaugurated by the Russian Federation, the hybrid model aimed to impart a fresh qualitative and quantitative dynamics to interregional cooperation amongst the SCO member and other participating regions.

Participants discussed a range of issues related to initiating practical efforts to address the tasks specified in the forum’s agenda. The forum focused on the opportunities for expanding cooperation between the regions of the SCO member states by creating favorable conditions for enhancing cooperation between the regions. The forum focused on discussing various proposal in the area of industrial production and agriculture, tourism, trade and investment, science and innovations, education and culture amongst others.

Foreign Cooperation Department took the initiative and facilitated various Departments of Government of Haryana to participate in the forum. Representing Haryana at the Plenary Session, Sh. Yogendra Choudhary, Principal Secretary, Foreign Cooperation Department, Haryana said that it was a matter of pride that he was representing the State of Haryana. He welcomed the initiative to strengthen dialogue between the Regional Heads of the member countries by the Shanghai Cooperation Organisation (SCO). He added that this forum will help in lying a solid foundation for the coming year towards cooperation between SCO Countries and will deepen the special and privileged strategic partnership between the State of Haryana and States of countries in SCO Regions.

He also stated that Haryana has taken various initiatives to boost the investment climate and ease the regulatory hurdles for its existing and potential investors.

The State has recently launched new Haryana Enterprise & Employment Policy 2020 recognizing the States’ thrust sectors and offering best in class incentives to attract investments in the State. Realizing the importance of improving the business ecosystem, the State has introduced several major regulatory including the Single roof mechanism, under Haryana Enterprise Promotion center (HEPC).

He also added that while the state has been successfully mitigating the human cost of the pandemic, the govt. continues to focus on ensuring livelihood and sustenance for all through our vigorous efforts towards economic and industrial recovery.

He highlighted the various initiatives taken such as launching of Haryana Covid Emergency Loan Scheme, unique volunteering program during covid i.e. Covid 19 Sangharsh Senani etc.

Dr. Saket Kumar,  Director General, Department of Industries and Commence, Haryana was representing Haryana during the Panel session “The role of regions in the development of logistics routes within the SCO”.

He spoke on the “Roles of regions in the development of logistic routes in the SCO countries”.

He introduced Haryana as an emerging industrial hub with its strong backbone in logistics and  warehousing. Haryana has conducive environment in the logistics ecosystem and Is witnessing growth over the past few years.

He invited the SCO member countries to invest in Haryana and highlighted the initiatives taken by the state towards this development

Smt. Bhoomika Dhawan, Haryana Tourism Cooperation was representing Haryana during the Panel session Panel session on “Tourism development among regions of the SCO countries”.

She mentioned that India has been blessed with a geographical, cultural and linguistic diversity, which is so rich and varied that one will need a lifetime to explore each and every part of India. She added Haryana Tourism has acquired a prominent place on the tourist map of the country for its outstanding contribution in the promotion of Tourism.

She also mentioned that Haryana has been proactive in creating convention centers to cater to the MICE segment and has projected the state as a prominent centre for trade and commerce.

The event was great success and it was highlighted during the session that there is immense potential for cooperation between Haryana and Shanghai Cooperation Organisation (SCO) member countries in the fields of trade and business, tourism, agriculture, Logistics, and agro-based industries like food processing, health and animal science.
