Chandigarh, September 4 – Youth of Haryana have proven their mettle by outshining not only in sports but also in government and private jobs apparently due to the right opportunities and guidance provided to them by the State Government.
Undoubtedly in order to give direction to the enthusiasm and passion of the youth, the present State Government has amended numerous old policies and implemented new policies according to the need of the hour.
When Chief Minister, Sh. Manohar Lal took over the reins of the state for the first time about 7 years ago, leaders of the Opposition party had made various statements about his political and social experience. But he soon mastered the art and several new initiatives came into being under his leadership, thus, the irrelevant statements of the Opponents faded away. The Chief Minister initiated several schemes for the youth. The ‘Mission Merit’ was also well received. Poor and hardworking youth were appointed in government jobs on the basis of talent. Several states emulated the steps taken by Haryana after the initiatives of superlative coaching and skill development training being imparted to the youth in Haryana for grooming them for government and private jobs was taken up at the national level.
The ‘National Statistical Organization’, which is considered to be the most reliable in the country, has also authenticated the employment being given to a large number of youth by the Haryana Government. NITI Aayog and the Government of India take all their policy decisions on the basis of the survey conducted by this organization. According to the latest report of the ‘National Statistical Organization’, the unemployment rate of Haryana is only 9.9 per cent as compared to the country’s unemployment rate of 13.3 per cent. This unemployment rate is much lower than the neighbouring states of Delhi, Rajasthan, Uttar Pradesh, Punjab and other states.
According to the data of this organization, the unemployment rate is 12 per cent in Delhi, 15.1 per cent in Rajasthan, 13.4 per cent in Uttar Pradesh and 10.8 per cent in Punjab. While the data published by the said organization reflects the development done in Haryana in the last 6-7 years and thus the steps taken by the government under the leadership of Chief Minister have been fruitful.
Although the opposition and organizations like CMIE show that the unemployment rate in the state has increased, their claims are not proved on the facts. Talking about CMIE, it has shown one third of the people of Haryana to be unemployed. Those specializing in the field of employment believe that the data displayed by the said institution cannot be called fair and transparent. Its survey has many flaws related to design, size, data, questionnaire etc. Employability, workforce and manpower have not been made the basis in this. It covers only 0.028 per cent of the total households. Not only this, during the lockdown in April 2020 due to Corona, this institution had shown unemployment rate of 26.7 per cent in the State. This rate should have ideally declined after the restrictions and Lockdown was lifted and factories and other establishments started functioning. However, even after that, the said institution is showing the unemployment rate to be increasing and in the latest report, this rate was further increased to 35.7 per cent in Haryana by the said institution.
There has always been an inclination for government jobs among the youth of the country, so the State Government has started providing coaching for Central Government jobs from IAS to graduation level, State HCS exam to clerk and public sector banks and railways etc. Coaching is being given for the upcoming examination. For this, an agreement has been signed with two leading private institutes in the field of online education, which are giving free coaching to about 50,000 meritorious youth in the first batch.
A new employment portal has also been started by the Haryana government to connect the youth of the state with employment in the private sector.
To meet the needs of the youth with diverse skills several government departments, ITIs, polytechnics, higher educational institutions have been brought under one roof and the details of youth of Haryana have been compiled on the employment portal. Not only this, private sector employers and job-aggregators have also been integrated on the employment portal. A 35-seater Call Centre has also been set up by the Employment Department to further add on the details of the youth on the employment portal and to connect them with employment opportunities in the private sector, through which the unemployed persons can be contacted as regards their areas of work, skill development and coaching. The details are compiled so as to provide them facilities as per their need.
The State Government has also prepared a project to organize 200 job fairs every year. In view of the situation arising due to Covid-19, this time it was not possible to organize a job fair, due to which the online module for the job fair has been formulated by the Employment Department on the portal of the Department.
On the occasion ‘Swaran Jayanti’ of Haryana on November 1, 2016 the State Government with an aim to provide unemployment allowance and honorarium in lieu of 100 hours of honorary work to eligible post graduate unemployed had started Shikshit Yuva Bhatta and Mandey Yojana 2016 under ‘Saksham Yuva Yojana’. Later, eligible science, engineering and science, commerce and arts graduates have been included under the scheme. From August 2019, eligible 10+2 pass candidates have also been included in this scheme. Under this scheme, Rs 3,000 is provided to eligible unemployed post graduate, Rs 1,500 to graduate unemployed and Rs 900 per month unemployment allowance to 10+2 pass unemployed and 6,000 per month in lieu of doing 100 hours of honorary work in addition to the above.
Online provision has been made on the Saksham portal for skill training of Saksham youth. This training will be given by organizations like Haryana Skill Development Mission, Deendayal Upadhyaya Grameen Kaushal Yojana, Haryana State Rural Livelihood Mission, Haryana Knowledge Corporation Limited, Haryana Urban Local Bodies, Technical Education Department, HARTRON and Haryana Tourism Corporation Limited. Not only is this, after skill training, assistance also provided by the training provider for the appointment of trainees.

Haryana Chief Minister, Sh. Manohar Lal says that as per the ‘National Statistical Organization’ the unemployment rate of Haryana is 9.9 per cent, however, there are many youths who are employed but are in search of better employment opportunities and thus have registered themselves on ‘HREX’. In such a situation, if the figures are assessed correctly, then the unemployment rate in Haryana is not more than 4-5 per cent. The Chief Minister said that the State Government wants to ensure that every youth of the State is employed and no youth keen to work will be unemployed.
