QR Code-Based Information System to Be Introduced; Complete Details of Every Project Will Be Available to Citizens

To ensure the quality of development works across Haryana, the Quality Assurance Authority (QAA) is developing a robust technology-driven monitoring mechanism. QAA Chairman Sh. Rajeev Arora said that ensuring the quality of every government construction project in the state is the top priority, and comprehensive arrangements are being strengthened for monitoring, testing, and evaluation of construction works. Digital technology is being extensively utilized for this purpose.

He said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the state is developing a system that will enable scientific evaluation of quality at every stage of a project, including planning, design, DPR preparation, construction, and maintenance. The Chief Minister himself is regularly reviewing and monitoring these efforts through special meetings. No compromise with quality in development works is acceptable, and accountability must be ensured at every level. In compliance with these directions, the Quality Assurance Authority (QAA) is implementing a special strategy. From small to large projects, meticulous monitoring is being carried out, and surprise inspections are conducted regularly. Special laboratories are also being established to test the quality of materials used in construction works.

Sh. Rajeev Arora said that the objective of QAA is not merely to identify deficiencies but also to foster a quality-oriented work culture within engineering departments. In this direction, technical audits of projects being executed by various departments are being conducted to assess the actual status of construction works and facilitate timely corrective measures. The system of third-party inspection and monitoring is also being strengthened for all major projects.

He further stated that, to enhance transparency, a QR code-based information system is being planned at every project site. Through this system, citizens will be able to easily access information related to project cost, duration, implementing agency, and progress. Special emphasis is also being placed on preventing unnecessary fragmentation of projects and ensuring that essential provisions such as drainage and water disposal systems are incorporated at the design stage itself.

The Chairman said that extensive training programmes are being organized for officers and engineers to encourage the adoption of modern engineering technologies and quality management systems. Haryana is now moving towards setting new benchmarks in quality, transparency, and accountability in public infrastructure development.
